Abstract

This paper argues that Systems Engineering is not merely a technical discipline but a strategic necessity for managing the interdisciplinary challenges inherent in smart city development. Through an analysis of recent projects in Kuwait City, including transportation networks and government service portals, this study highlights how SE frameworks facilitate interoperability, reduce lifecycle costs, and ensure sustainable urban growth. The findings suggest that adopting holistic Systems Engineering practices is essential for mitigating risks associated with complex socio-technical systems in the Middle Eastern context.

The modern metropolis represents a convergence of physical infrastructure, digital networks, and human behavior. In the context of the Gulf region, few cities exemplify this complexity better than Kuwait City. As the economic and administrative heart of Kuwait, Kuwait City is undergoing a profound transformation driven by national ambitions to diversify its economy beyond oil revenues. Central to this ambition is "Kuwait Vision 2035," which prioritizes human development and the transition to a knowledge-based society. However, achieving these lofty goals requires more than capital investment; it demands sophisticated management of complex systems.
