Abstract

This article examines the evolving role of the secondary teacher within the specific educational landscape of Almaty, Kazakhstan. As Kazakhstan continues to implement significant educational reforms aimed at integrating global competencies while preserving national identity, the secondary school classroom has become a critical site for pedagogical innovation. This study utilizes a qualitative case-study approach focusing on selected schools in Almaty, the country’s cultural and intellectual hub. It explores how secondary teachers navigate the transition from traditional rote-learning methodologies to student-centered, competency-based instruction mandated by the "Sanjarly Bala" (Happy Child) development strategy and broader modernization goals. The findings suggest that while resources in Almaty are relatively superior to rural regions, secondary teachers face substantial challenges regarding professional development, digital literacy integration, and the psychological burden of transitioning pedagogical paradigms. The article concludes with recommendations for targeted support systems for the Teacher Secondary cadre to ensure effective implementation of national educational policies.
