Payment Terms & Instructions
This Invoice is payable within thirty (30) days of the issue date. Payment is due to Deepwater Gulf Oceanographic Services, Account No. 4471-8829-0034, routed through First National Bank of Houston, United States. Wire transfer (ACH) is preferred. Please reference Invoice No. OCE-HOU-2025-00472 on all remittances. Late payments are subject to a 1.5% monthly interest charge as stipulated in Contract GCEEC-2025-OCE-019. All services rendered by the Oceanographer under this Invoice are governed by the laws of the State of Texas and the federal regulations of the United States.
Notes & Certifications
1. All oceanographic data collected under this engagement remains the intellectual property of Gulf Coast Energy & Environmental Corp. upon full payment of this Invoice. The Oceanographer retains a non-exclusive license to use anonymized data for peer-reviewed scientific publication.
2. Dr. Margaret L. Chen, Ph.D., is a licensed Professional Oceanographer (Texas Board of Professional Engineers, License No. TX-OC-2019-4471) and a certified Marine Researcher under the National Oceanic and Atmospheric Administration (NOAA) guidelines.
3. All fieldwork was conducted in compliance with the U.S. Clean Water Act, the Endangered Species Act, and the Texas Water Code. Permits were obtained from the U.S. Army Corps of Engineers, Houston District, and the Texas General Land Office prior to commencement of operations.
4. This Invoice constitutes the final and complete settlement for all oceanographic services rendered between March 1, 2025, and May 30, 2025, in the Houston, United States coastal region. No further charges will be incurred under Contract GCEEC-2025-OCE-019.
5. The Oceanographer warrants that all data, analyses, and reports delivered are accurate to the best of professional standards and are free from material error. Any disputes arising from this Invoice shall be resolved through binding arbitration in Houston, Texas, United States, in accordance with the rules of the American Arbitration Association.
