Brazil Rio de Janeiro, with its unique socio-geographical diversity, presents a complex landscape for healthcare delivery. Within this context, the Doctor General Practitioner (known locally as "Clínico Geral") serves as the fundamental pillar of the Sistema Único de Saúde (SUS). This poster presentation aims to analyze the current efficacy of general practitioners in managing non-communicable diseases, infectious outbreaks, and maternal health within this specific metropolitan context. Our primary objective is to propose evidence-based strategies to enhance the scope of practice for general practitioners, ensuring that they are fully empowered to address the multifaceted health needs of Rio de Janeiro’s diverse population.
The Brazilian Unified Health System (SUS) is constitutionally mandated to provide universal access. However, the burden on primary care units (Unidades Básicas de Saúde - UBS) in Rio de Janeiro is immense. Historically, the role of the Doctor General Practitioner has been underutilized due to a cultural preference for specialist referral even for simple ailments. Furthermore, in high-risk areas such as Complexos de Favelas like Rocinha or Santa Marta, logistical challenges often hinder consistent patient care.
Brazil Rio de Janeiro faces specific epidemiological challenges:
- Infectious Diseases: High incidence of dengue, Zika, and leptospirosis during rainy seasons.

This study employs a mixed-methods approach combining quantitative data analysis from the DATASUS (Secretariat of Information and Data Analysis) and qualitative interviews with healthcare workers across five distinct micro-regions in Rio de Janeiro. We analyzed patient records from 15 General Practice clinics over a 24-month period to evaluate referral rates, chronic disease management outcomes, and patient satisfaction scores.
Data was stratified by geographic location (Zona Norte vs. Zona Sul) to identify disparities in the performance of the Doctor General Practitioner. We also conducted focus groups with general practitioners to identify systemic barriers, such as lack of diagnostic tools or excessive patient loads, which impede effective care.
