The study argues that empowering skilled electricians through regulation and training is not merely an occupational concern but a critical component of public safety in Karachi.

Karachi, located on the coast of the Arabian Sea, is a metropolis with a population exceeding 16 million. It serves as the financial hub for Pakistan. However, rapid population growth has outpaced infrastructure development. The National Electric Power Regulatory Authority (NEPRA) and Karachi Electric Supply Company (KESC), now K-Electric, manage the distribution.

Problem Statement: A significant portion of electrical work in residential and commercial sectors is performed by unqualified laborers ("Jugaad" culture).
