Tashkent is not only the political and economic heart of Uzbekistan but also a melting pot of cultures, history, and innovation. Historically, libraries in the region have served as vital community hubs. However, in recent years, the rise of internet accessibility has created a gap between traditional library services and modern user expectations. In Uzbekistan Tashkent specifically, there is a high demand for accessible information resources among university students, researchers at institutions like Tashkent State University of Law (TSUL), and the general public seeking lifelong learning opportunities.

Despite the government's strong commitment to education and culture, many existing library facilities in Tashkent suffer from outdated cataloging systems, limited digital collections, and a shortage of trained personnel equipped with modern information science skills. The current workforce often lacks specialized training in database management, digital archiving, and user-centric service design. This report addresses these critical gaps by proposing a robust framework for the modern Librarian professional.

The core goals of this initiative are multifaceted, designed to enhance both physical and virtual access to information within Tashkent:

• Digital Integration: To implement a unified digital library management system (LMS) across major public and academic libraries in Uzbekistan Tashkent, allowing for seamless book tracking, reservation, and inter-library loans.
• Professional Development of the Librarian: To establish a rigorous training curriculum for current and future librarians. This ensures that every Librarian in Tashkent is proficient in digital literacy instruction, data privacy laws, and modern information retrieval techniques.
• Cultural Preservation: To digitize rare manuscripts and historical documents related to Uzbekistan’s rich heritage, making them accessible globally while preserving physical copies for local research.
• Community Hub Expansion: To transform libraries into multi-functional community centers in Tashkent, offering co-working spaces, coding workshops, and language learning resources.

The success of this project hinges on the transformation of the Librarian's role. We propose a three-phase approach to achieve this:

Phase 1: Capacity Building and Training

The first phase involves partnership with leading international library associations and local universities such as Tashkent State University of Oriental Studies. Current Librarians in Uzbekistan Tashkent will undergo intensive certification courses covering:

• Digital Cataloging Standards (MARC21, Dublin Core).
• User Experience (UX) Design for Library Services.
• Cybersecurity and Data Protection for User Records.

Phase 2: Infrastructure Upgrade in Tashkent

This phase focuses on the physical and technological infrastructure. High-speed internet connectivity will be ensured in all targeted libraries. Interactive kiosks and self-service checkout stations will be installed to reduce administrative burden on Librarians, allowing them to focus more on user engagement and research assistance. Special attention will be paid to accessibility features for persons with disabilities, ensuring inclusivity in Tashkent’s public spaces.

Phase 3: Digital Resource Expansion

We will collaborate with publishers and academic institutions to create a centralized digital repository accessible by Librarians across Uzbekistan Tashkent. This will include e-books, academic journals, and local historical archives. The Librarian will act as the primary guide for users navigating this vast ocean of information.

The implementation of this project is expected to yield significant benefits for the citizens of Uzbekistan Tashkent:

• Increased Literacy Rates: By providing engaging digital resources and modern study spaces, we anticipate a rise in reading habits among youth.
