This Purchase Order is issued by the Buyer to procure the professional services of a qualified Aerospace Engineer to be deployed and stationed in Afghanistan Kabul for a period of twelve (12) months, commencing on 1 August 2025. The Aerospace Engineer shall be responsible for the design review, technical assessment, and operational oversight of aerospace-related infrastructure and equipment at the Kabul International Aviation Maintenance Facility located in the Wazir Akbar Khan district of Kabul, Afghanistan.
The scope of work for the Aerospace Engineer under this Purchase Order includes, but is not limited to, the following deliverables:

The Aerospace Engineer shall be physically present and operational in Afghanistan Kabul for the entire duration of this Purchase Order. The primary work location shall be the Kabul International Aviation Maintenance Facility, Wazir Akbar Khan, Kabul, Afghanistan. The Aerospace Engineer is expected to maintain a minimum of five (5) working days per week on-site in Afghanistan Kabul. Any travel outside the Kabul metropolitan area must be pre-approved in writing by the Buyer's Procurement Director and must comply with all applicable security protocols established for operations in Afghanistan Kabul.
The Supplier shall ensure that the Aerospace Engineer possesses all necessary visas, work permits, and security clearances required to legally perform professional engineering services in Afghanistan Kabul. The Supplier is responsible for arranging safe and secure accommodation for the Aerospace Engineer within the Kabul city limits, in a location approved by the Buyer's security office.
The Aerospace Engineer engaged under this Purchase Order must meet the following minimum qualifications:
- A minimum of a Master's degree in Aerospace Engineering, Aeronautical Engineering, or a closely related discipline from an accredited university.
- A minimum of ten (10) years of progressive professional experience in aerospace design, analysis, or maintenance engineering.
- Professional licensure or certification as a registered Aerospace Engineer in the country of origin.
- Demonstrated experience working in high-altitude or arid-climate operational environments.
- Fluency in English; working proficiency in Dari or Pashto is considered a significant advantage for operations in Afghanistan Kabul.
- Ability to obtain and maintain a security clearance appropriate for operations in Afghanistan Kabul.
Payment for services rendered under this Purchase Order shall be made in United States Dollars (USD) via wire transfer to the Supplier's designated bank account. The payment schedule is as follows:
- 30% advance payment ($109,890.00) upon execution of this Purchase Order and confirmation of the Aerospace Engineer's arrival in Afghanistan Kabul.
- Monthly progress payments of $21,358.33, payable within thirty (30) calendar days of the end of each calendar month, subject to the Buyer's acceptance of the monthly progress report submitted by the Aerospace Engineer.
- Final payment of $15,051.67, payable within forty-five (45) calendar days of the Aerospace Engineer's completion of all deliverables and submission of the final technical report and knowledge transfer package.
All payments are subject to the Buyer's right to withhold amounts corresponding to any deficiencies, delays, or non-conformities identified in the Aerospace Engineer's work. Late payments by the Buyer shall accrue interest at a rate of 1.5% per month, calculated on the outstanding balance.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the commercial laws of the Islamic Republic of Afghanistan, with particular reference to the procurement regulations applicable to professional services engagements in Afghanistan Kabul.
- Confidentiality: The Aerospace Engineer shall treat all technical data, design documents, and operational information pertaining to the Buyer's facilities in Afghanistan Kabul as strictly confidential. This obligation shall survive the termination of this Purchase Order for a period of five (5) years.
- Insurance: The Supplier shall maintain comprehensive professional liability insurance, personal accident insurance, and medical evacuation insurance for the Aerospace Engineer at a minimum coverage of USD 2,000,000 for the entire duration of the engagement in Afghanistan Kabul.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for convenience by the Buyer, the Supplier shall be compensated for all services rendered up to the date of termination plus reasonable demobilization costs for the Aerospace Engineer's departure from Afghanistan Kabul.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to armed conflict, civil unrest, natural disasters, or government-imposed restrictions affecting operations in Afghanistan Kabul.
- Compliance: The Aerospace Engineer and the Supplier shall comply with all applicable laws, regulations, and security directives of the Government of Afghanistan, including all local ordinances in force in Kabul.
- Dispute Resolution: Any dispute arising out of or in connection with this Purchase Order shall first be attempted to be resolved through good-faith negotiation. If unresolved within sixty (60) days, the dispute shall be submitted to binding arbitration in Kabul, Afghanistan, in accordance with the rules of the Afghan Arbitration Council.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of an Aerospace Engineer in Afghanistan Kabul.
