This Purchase Order is issued by the Qatar National Observatory & Space Research Institute (hereinafter referred to as "the Buyer") to formally engage the services of a qualified Astronomer for the purpose of conducting advanced astronomical research, data analysis, and public outreach activities within the jurisdiction of Qatar Doha and its surrounding regions. The engagement of this Astronomer is in direct support of the Buyer's strategic mandate to advance Qatar's position in the global space and astronomy sector, in alignment with the Qatar National Vision 2030.

4.1 This Purchase Order constitutes a binding agreement between the Buyer and the Astronomer (Supplier) upon signature by both parties. All terms herein shall be governed by the laws of the State of Qatar and the commercial regulations applicable in Qatar Doha.

4.2 The Astronomer shall commence all duties and obligations no later than 1 July 2025 and shall maintain a minimum presence of five (5) working days per week at the observatory facility in Qatar Doha, unless otherwise approved in writing by the Buyer's Director of Research.

4.3 Payment shall be made in quarterly installments of QAR 234,875 each, due within thirty (30) days of the end of each calendar quarter. The final installment shall be subject to satisfactory completion of all deliverables outlined in Section 3 of this Purchase Order.

4.4 The Astronomer shall maintain full professional liability insurance with a minimum coverage of QAR 1,000,000, valid throughout the engagement period in Qatar Doha. A certificate of insurance shall be submitted to the Buyer prior to the commencement of services.

4.5 All data, observations, publications, and intellectual property generated by the Astronomer during the course of this engagement shall be the sole property of the Buyer. The Astronomer retains the right to co-author peer-reviewed publications, subject to prior written approval from the Buyer's Publications Committee.

4.6 The Astronomer shall comply with all health, safety, and environmental regulations applicable to the observatory site in Qatar Doha, including but not limited to the Qatar Occupational Safety and Health (QOSH) standards.

4.7 Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of termination, the Astronomer shall deliver all completed work products and raw data to the Buyer within fourteen (14) days of the termination effective date.

4.8 Any disputes arising from this Purchase Order shall be resolved through arbitration in Qatar Doha in accordance with the rules of the Qatar International Arbitration Centre (QIAC).

By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order for the engagement of the Astronomer in Qatar Doha.
