4.2 Delivery and Performance Location: All services described herein shall be performed exclusively within the city of Saint Petersburg, Russia. The Astronomer acknowledges that the primary operational base is the Petersburg Institute of Celestial Sciences facility, and all equipment, data, and personnel shall remain within the administrative boundaries of Russia Saint Petersburg for the duration of the contract unless otherwise authorized in writing by the Buyer.

4.3 Intellectual Property: All observational data, research findings, and reports generated under this Purchase Order shall be the exclusive property of the Buyer.
