1. Scope of Procurement – Biologist Services in Afghanistan Kabul

This Purchase Order is issued by the International Development & Research Consortium (IDRC) to procure the professional services of a qualified Biologist for deployment and sustained operation within the Afghanistan Kabul metropolitan area. The engagement is intended to support ongoing environmental monitoring, public health surveillance, and biodiversity assessment programs conducted by the Consortium in coordination with local Afghan governmental agencies and international partner organizations operating in the region. The Biologist shall be responsible for designing and executing field sampling protocols, laboratory analysis of biological specimens, data interpretation, and the preparation of technical reports in accordance with the operational requirements specified in the attached Statement of Work (SOW-2025-KBL-112).

3. Terms and Conditions
  1. Acceptance: This Purchase Order constitutes a binding offer. The Vendor shall confirm acceptance in writing within ten (10) business days of the date of issue. Failure to respond within this period shall render this Purchase Order null and void.
  2. Commencement: The Biologist shall report to the designated operational site in Afghanistan Kabul no later than 1 August 2025. All pre-deployment requirements, including security briefing, medical clearance, and cultural orientation specific to the Afghanistan Kabul region, must be completed prior to arrival.
  3. Performance Standards: The Biologist shall adhere to all protocols established by the IDRC Environmental Health & Biological Sciences Unit. Monthly progress reports shall be submitted to the Procurement Officer in Kabul. Deliverables include quarterly biodiversity assessments, water quality biological monitoring reports, and public health risk evaluations relevant to the Afghanistan Kabul population.
  4. Payment Terms: Payment shall be made in three (3) equal installments: 40% upon confirmed arrival and onboarding of the Biologist in Afghanistan Kabul; 35% upon completion of the six-month midpoint evaluation; and 25% upon successful completion of the full 12-month contract and submission of the final comprehensive report. All payments shall be processed via wire transfer to the Vendor's designated account within thirty (30) days of invoice receipt.
  5. Security and Compliance: The Biologist operating in Afghanistan Kabul shall comply with all local Afghan laws, regulations, and security directives issued by the IDRC Security Division. The Vendor warrants that the Biologist possesses all necessary qualifications, including a minimum of a Master's degree in Biology, Ecology, or a closely related discipline, and at least five (5) years of relevant field experience.
  6. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of force majeure, including but not limited to security deterioration in Afghanistan Kabul, either party may suspend or terminate the engagement without penalty. All work completed up to the date of termination shall be compensated pro-rata.
  7. Intellectual Property: All data, reports, and findings generated by the Biologist during the course of this engagement in Afghanistan Kabul shall remain the exclusive property of the IDRC. The Vendor and the Biologist shall not publish, distribute, or disclose any proprietary information without prior written consent.
  8. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Swiss Confederation, with jurisdiction vested in the courts of Geneva. Disputes shall be resolved through arbitration under the rules of the International Chamber of Commerce (ICC).
  9. Insurance: The Vendor shall maintain comprehensive professional liability insurance, personal accident coverage, and medical evacuation insurance for the Biologist throughout the duration of the assignment in Afghanistan Kabul, with minimum coverage of USD 2,000,000.
