This Purchase Order is issued for the procurement of a qualified Biomedical Engineer to be deployed and stationed in Afghanistan Kabul for a period of twelve (12) months. The Biomedical Engineer shall be responsible for the installation, calibration, maintenance, and repair of all diagnostic and therapeutic medical equipment across three (3) public hospitals and two (2) district health centers located within the Afghanistan Kabul metropolitan area.
The Biomedical Engineer must hold a minimum of a Bachelor's degree in Biomedical Engineering or a closely related discipline, possess at least five (5) years of progressive experience in hospital equipment management, and demonstrate proficiency in the operation and troubleshooting of imaging systems (X-ray, CT, ultrasound), laboratory analyzers, patient monitoring devices, surgical instruments, and life-support equipment. Prior experience working in resource-constrained or conflict-affected environments, particularly in the Afghanistan Kabul region or similar settings, is strongly preferred.
The scope of work under this Purchase Order includes, but is not limited to: conducting quarterly preventive maintenance schedules for all biomedical assets; establishing a functional equipment tracking and inventory management system; training local hospital staff on basic equipment operation and first-line troubleshooting; coordinating with international suppliers for spare parts procurement; and producing monthly technical reports to the Afghanistan Kabul Regional Health Authority.

6.1 Payment Terms: Payment shall be made in quarterly installments of USD 46,500.00, due within thirty (30) days of the end of each calendar quarter. The first installment is due upon confirmed arrival and onboarding of the Biomedical Engineer in Afghanistan Kabul.
6.2 Performance Bond: The Supplier shall provide a performance bond equivalent to ten percent (10%) of the total Purchase Order value, to be released upon satisfactory completion of the contract term.
6.3 Security and Compliance: The Biomedical Engineer shall comply with all local regulations of the Government of Afghanistan and the specific security protocols established for personnel operating in Afghanistan Kabul. The Supplier is responsible for obtaining all necessary work permits, visas, and local registrations prior to deployment.
6.4 Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination for convenience, the Buyer shall compensate the Supplier for all services rendered up to the termination date plus reasonable relocation costs.
6.5 Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through arbitration in accordance with the rules of the International Chamber of Commerce (ICC), with the seat of arbitration in Geneva, Switzerland. The governing law shall be the United Nations Convention on Contracts for the International Sale of Goods (CISG).
6.6 Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order if such failure results from events beyond reasonable control, including but not limited to armed conflict, civil unrest, or government-imposed restrictions specific to the Afghanistan Kabul region.
This Purchase Order becomes effective upon signature by both parties. The Supplier acknowledges receipt of this Purchase Order and agrees to furnish the Biomedical Engineer and all associated services as described herein for deployment in Afghanistan Kabul.
