The Biomedical Engineer engaged under this Purchase Order must satisfy the following minimum qualifications:
- A minimum of a Bachelor's degree in Biomedical Engineering or a closely related field from an accredited university in Ethiopia or internationally recognized institution.
- A minimum of five (5) years of progressive professional experience in medical equipment maintenance, calibration, and biomedical engineering within a hospital or clinical setting in Ethiopia Addis Ababa or comparable East African health systems.
- Valid professional registration with the Ethiopian Engineers Order (EEO) and current license to practice biomedical engineering in the Federal Democratic Republic of Ethiopia.
- Demonstrated proficiency in IEC 62353, IEC 60601, and Ethiopian Food and Drug Authority (EFDA) medical device regulations.
- Fluency in Amharic and working proficiency in English for all technical documentation and reporting.
- Acceptance: This Purchase Order shall become binding upon written acceptance by the Supplier within five (5) business days of the date of issue. Failure to respond within this period shall constitute a declination of this Purchase Order.
- Performance: The Biomedical Engineer shall report to the designated hospital facilities in Ethiopia Addis Ababa on the commencement date specified herein and shall maintain a minimum of 95% availability during standard working hours (Monday through Friday, 08:00–17:00 EAT).
- Payment: Invoices shall be submitted to the Procurement Directorate at the end of each calendar month. Payment shall be processed via bank transfer to the account designated by the Supplier within thirty (30) days of receipt of a valid invoice. All payments are subject to applicable Ethiopian tax withholdings as mandated by the Ministry of Revenues.
- Performance Bond: The Supplier shall provide a performance bond equivalent to ten percent (10%) of the total contract value, issued by a licensed Ethiopian commercial bank, prior to the commencement of services.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach by the Biomedical Engineer, including but not limited to repeated failure to meet service-level agreements or gross negligence in equipment handling, the Ministry reserves the right to terminate immediately without penalty.
- Confidentiality: The Biomedical Engineer shall maintain strict confidentiality regarding patient data, hospital operational procedures, and proprietary equipment specifications encountered during the course of service delivery in Ethiopia Addis Ababa.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be subject to amicable negotiation. If unresolved within thirty (30) days, the matter shall be referred to the competent courts of Addis Ababa, Ethiopia, in accordance with the Ethiopian Civil Code and the Federal Public Procurement and Property Administration Proclamation No. 1160/2019.
- Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies affecting operations in Ethiopia Addis Ababa.
