This Purchase Order is issued by the Accra Regional Health Services Directorate for the engagement of a qualified Biomedical Engineer to provide comprehensive medical equipment maintenance, calibration, troubleshooting, and technical advisory services across all public health facilities within the Ghana Accra metropolitan and peri-urban zones. The Biomedical Engineer shall be responsible for ensuring that all diagnostic, therapeutic, and monitoring equipment operates in full compliance with the Ghana Standards Authority (GSA) regulations and the West African Health Organisation (WAHO) technical guidelines.

The Biomedical Engineer engaged under this Purchase Order must satisfy the following minimum qualifications:
- A minimum of a Bachelor's degree in Biomedical Engineering, Electrical Engineering, or a closely related discipline from a recognised institution in Ghana, West Africa, or an internationally accredited university.
- Registration with the Engineering Council of Ghana (ECG) as a Professional Engineer (PE) or Incorporated Engineer (IE) in the Biomedical Engineering discipline.
- A minimum of five (5) years of post-qualification experience in medical equipment maintenance, calibration, and technical support within a hospital or clinical environment in Ghana Accra or comparable West African health systems.
- Demonstrated proficiency with major medical device manufacturers' diagnostic and repair software, including but not limited to GE Healthcare, Siemens Healthineers, Philips, and Mindray platforms.
- Valid Ghana Health Service (GHS) clearance and a current certificate of good conduct from the Ghana Police Service.
- Working knowledge of the Ghana Standards Authority (GSA) medical device regulations and the West African Health Organisation (WAHO) equipment maintenance standards.
- Place of Performance: All services under this Purchase Order shall be rendered at the designated public health facilities located within the Ghana Accra metropolitan area, including but not limited to Korle-Bu Teaching Hospital, 37 Military Hospital, Ridge Hospital, and the 44 satellite health centres under the Accra Regional Health Services Directorate.
- Commencement Date: The Biomedical Engineer shall commence duties no later than 1 July 2025. A formal induction and site orientation at the Accra Regional Health Services Directorate headquarters will be conducted on the first working day.
- Payment Schedule: Payment shall be made in quarterly instalments of GHS 81,125.00, due within thirty (30) calendar days of the submission of a signed service completion certificate by the Procurement Officer. All payments shall be made via bank transfer to the supplier's designated account in Ghana Cedi.
- Performance Bond: The supplier shall furnish a performance bond in the amount of GHS 32,450.00 (ten percent of the total contract value) from a licensed bank operating in Ghana Accra, valid for the full duration of this Purchase Order plus thirty (30) days.
- Warranty and Liability: All repairs and calibrations performed by the Biomedical Engineer shall carry a minimum warranty period of ninety (90) days. The supplier shall bear full liability for any damage to equipment or injury to personnel arising from negligent or substandard workmanship.
- Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of material breach, the non-breaching party may terminate with fourteen (14) days' notice. Upon termination, the Biomedical Engineer shall hand over all documentation, calibration records, and spare parts inventory to the Accra Regional Health Services Directorate within seven (7) days.
- Dispute Resolution: Any dispute arising from this Purchase Order shall first be subject to mediation under the Ghana Arbitration Act, 1968 (Act 29). Failing resolution within sixty (60) days, the matter shall be referred to the courts of competent jurisdiction in Accra, Ghana.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Ghana, including the Public Procurement Act, 2003 (Act 663) and the Ghana Standards Authority Act, 1968 (Act 288).
- Confidentiality: The Biomedical Engineer shall treat all patient data, facility operational records, and proprietary technical information encountered during the performance of this Purchase Order as strictly confidential and shall not disclose such information to any third party without prior written consent from the Accra Regional Health Services Directorate.
This Purchase Order is issued under the authority of the Director, Accra Regional Health Services Directorate, in accordance with the Public Procurement Act, 2003 (Act 663) of Ghana. The engagement of the Biomedical Engineer under this Purchase Order is subject to the availability of allocated budgetary provisions for the 2025 fiscal year as approved by the Ministry of Health, Republic of Ghana.
