1. Description of Procured Services

This Purchase Order is issued by Shinagawa Medical Technology Institute to formally procure the professional services of a qualified Biomedical Engineer to be deployed and performing duties within the metropolitan area of Japan Tokyo. The engagement is intended to support the Institute's ongoing modernization of its diagnostic imaging laboratory, surgical robotics division, and patient monitoring systems infrastructure. The Biomedical Engineer shall be responsible for the design, installation, calibration, maintenance, and regulatory compliance oversight of all biomedical equipment and systems housed at the Institute's primary facility located in Shinagawa-ku, Japan Tokyo.

3. Qualification Requirements for the Biomedical Engineer

The Biomedical Engineer engaged under this Purchase Order must satisfy the following minimum qualifications and credentials:

  • Hold a minimum of a Master's degree in Biomedical Engineering or an equivalent field from an accredited institution recognized in Japan.
  • Be a registered member of the Japanese Society of Medical Engineering (JSME) or hold equivalent professional certification valid in Japan Tokyo.
  • Demonstrate a minimum of eight (8) years of progressive professional experience in biomedical equipment management, with at least three (3) years in a hospital or clinical research environment in Japan Tokyo or an equivalent metropolitan medical center.
  • possess working proficiency in the Japanese language (JLPT Level N2 or above) to effectively communicate with hospital staff, regulatory authorities in Japan Tokyo, and the Institute's administrative personnel.
  • Be familiar with the Pharmaceutical and Medical Devices Act (PMDA regulations) and all applicable safety standards enforced by the Ministry of Health, Labour and Welfare in Japan.
  • Hold a valid work visa or residence status permitting professional employment in Japan Tokyo for the full contract duration.
4. Terms and Conditions
  • 4.1 This Purchase Order constitutes a binding agreement between the Issuing Organization and the Service Provider upon signature by both authorized representatives. All services shall be performed exclusively at the designated facility in Japan Tokyo unless otherwise authorized in writing.
  • 4.2 The Biomedical Engineer shall adhere to all institutional policies, safety protocols, and data protection regulations of Shinagawa Medical Technology Institute, as well as all applicable national and municipal laws governing professional engineering practice in Japan Tokyo.
  • 4.3 Invoicing shall be submitted monthly by the 5th business day for services rendered in the preceding calendar month. Payment shall be processed within thirty (30) days of receipt of a valid invoice. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under Japan's Late Payment of Compensation Act.
  • 4.4 The Service Provider shall maintain comprehensive professional liability insurance with a minimum coverage of JPY 100,000,000, valid throughout the contract term and specifically covering operations in Japan Tokyo.
  • 4.5 Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination, the Biomedical Engineer shall complete all in-progress work and provide a full handover report to the Institute's internal engineering team in Japan Tokyo.
  • 4.6 All intellectual property, technical documentation, calibration records, and compliance reports generated by the Biomedical Engineer during the performance of this Purchase Order shall become the sole property of Shinagawa Medical Technology Institute.
  • 4.7 Disputes arising from this Purchase Order shall be resolved through mediation in Japan Tokyo, and if unresolved, through the competent courts of Japan Tokyo in accordance with Japanese civil law.
5. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Biomedical Engineer to perform professional services at the designated facility in Japan Tokyo.
