This Purchase Order is issued by Singapore Singapore National Healthcare Authority (hereinafter referred to as the "Buyer") to Meridian Technical Staffing Pte. Ltd. (hereinafter referred to as the "Seller") for the professional engagement and supply of a qualified Biomedical Engineer to support the Buyer's medical device maintenance, calibration, and clinical engineering operations within the Singapore Singapore healthcare infrastructure. The Biomedical Engineer shall be responsible for the installation, preventive maintenance, troubleshooting, and regulatory compliance of all biomedical equipment deployed across the Buyer's facilities located in Singapore Singapore.

The Biomedical Engineer engaged under this Purchase Order shall perform the following duties and responsibilities within the Singapore Singapore jurisdiction:

The Biomedical Engineer nominated by the Seller to fulfil the obligations under this Purchase Order must satisfy the following minimum qualifications and credentials as mandated for practice in Singapore Singapore:

  • A Bachelor's degree or higher in Biomedical Engineering, Electrical Engineering, or a closely related discipline from a recognised institution.
  • Registration with the relevant professional body in Singapore Singapore (e.g., Institution of Engineers Singapore or equivalent).
  • A minimum of five (5) years of hands-on experience in clinical biomedical engineering, with at least two (2) years in a tertiary hospital environment in Singapore Singapore.
  • Demonstrated proficiency in HSA regulatory frameworks, IEC 60601 medical electrical equipment standards, and ISO 13485 quality management systems.
  • Valid work pass or employment eligibility in Singapore Singapore as per the Immigration and Checkpoints Authority (ICA) regulations.
  • Current first-aid and occupational safety certifications valid within Singapore Singapore.
  1. Acceptance: This Purchase Order shall become binding upon written acceptance by the Seller within ten (10) business days of the date of issue. Failure to accept within this period shall render this Purchase Order null and void.
  2. Commencement: The Biomedical Engineer shall report for duty at the Buyer's primary facility in Singapore Singapore no later than 1 August 2025, subject to completion of all onboarding and security clearance procedures.
  3. Contract Duration: The engagement period under this Purchase Order shall be twelve (12) months from the date of commencement, renewable by mutual written agreement of both parties.
  4. Payment Terms: Payment shall be made on a monthly basis within thirty (30) days of receipt of a valid invoice from the Seller. All payments shall be denominated in Singapore Dollars (SGD) and remitted via electronic funds transfer to the Seller's designated bank account in Singapore Singapore.
  5. Performance Bond: The Seller shall furnish a performance bond equivalent to ten percent (10%) of the total contract value, issued by a bank licensed in Singapore Singapore, within fourteen (14) days of Purchase Order acceptance.
  6. Confidentiality: The Biomedical Engineer shall be bound by a non-disclosure agreement covering all patient data, proprietary medical device information, and operational procedures of the Buyer's facilities in Singapore Singapore. This obligation shall survive the termination of this Purchase Order for a period of three (3) years.
  7. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach, termination may be effected with seven (7) days' notice. Upon termination, the Seller shall ensure an orderly handover of all biomedical engineering records and equipment documentation to the Buyer in Singapore Singapore.
  8. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of Singapore Singapore. Any disputes arising hereunder shall be resolved through arbitration administered by the Singapore International Arbitration Centre (SIAC) in Singapore Singapore.
  9. Insurance: The Seller shall maintain comprehensive professional indemnity insurance of not less than SGD 2,000,000 per occurrence, valid throughout the engagement period in Singapore Singapore, and shall provide certificates of insurance upon request.
  10. Compliance: The Seller and the Biomedical Engineer shall comply with all applicable laws, regulations, and guidelines of the Health Sciences Authority (HSA), the Ministry of Health Singapore Singapore, and all relevant statutory bodies operating within Singapore Singapore.

The Biomedical Engineer shall submit monthly progress reports to the Buyer's Clinical Engineering Department in Singapore Singapore, detailing all maintenance activities performed, equipment status updates, calibration records, and any incidents or near-misses encountered. Quarterly performance reviews shall be conducted jointly by the Buyer and the Seller to assess the Biomedical Engineer's contribution to the overall biomedical equipment reliability programme in Singapore Singapore.

This Purchase Order is authorised and issued by the undersigned on behalf of the Buyer. The Seller's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, and obligations set forth herein for the engagement of the Biomedical Engineer in Singapore Singapore.
