3. Scope of Work – Biomedical Engineer ResponsibilitiesThe Biomedical Engineer engaged under this Purchase Order shall perform the following duties within the Sudan Khartoum metropolitan area and its immediate surrounding health facilities:
- Conduct routine preventive maintenance, calibration, and performance verification on all Class II and Class III medical devices including but not limited to patient monitors, ventilators, infusion pumps, defibrillators, imaging systems, and laboratory analyzers at all designated hospitals in Sudan Khartoum.
- Maintain a comprehensive equipment registry and asset management database for all medical devices under SNMEA jurisdiction in Sudan Khartoum, ensuring full traceability and compliance with Sudanese Ministry of Health regulations.
- Respond to emergency equipment breakdowns within a maximum of four (4) hours during working hours and eight (8) hours during off-hours for all critical care equipment in Sudan Khartoum facilities.
- Develop and implement a structured training program for hospital biomedical technicians and clinical staff to enhance local capacity in Sudan Khartoum, reducing long-term dependency on external Biomedical Engineer support.
- Prepare quarterly reports on equipment reliability, failure rates, and capital replacement recommendations for submission to the SNMEA Directorate in Khartoum.
- Ensure all maintenance activities comply with ISO 13485, IEC 62353, and applicable Sudanese national standards for medical device management.
- Coordinate with hospital administration in Sudan Khartoum to schedule maintenance windows that minimize disruption to patient care services.
- Payment Terms: Payment shall be made in quarterly installments of 25% each, due within thirty (30) days of the end of each calendar quarter. The first installment is due upon successful commencement of the Biomedical Engineer engagement. All payments shall be processed in Sudanese Pounds (SDG) via bank transfer to the account designated by MedTech Sudan Professional Services LLC.
- Commencement Date: The Biomedical Engineer shall report for duty no later than 30 June 2025 at the Omdurman National Teaching Hospital, Khartoum, Sudan. Failure to commence within five (5) business days of the required date shall constitute grounds for cancellation of this Purchase Order.
- Contract Duration: This Purchase Order covers a period of twelve (12) months from the commencement date, with an option for one (1) additional twelve-month renewal subject to mutual written agreement and satisfactory performance review.
- Performance Standards: The Biomedical Engineer shall maintain an equipment uptime rate of no less than 95% for all critical care devices in Sudan Khartoum facilities. Failure to meet this standard for two consecutive quarters shall trigger a formal performance improvement plan.
- Confidentiality: The Biomedical Engineer shall maintain strict confidentiality regarding patient data, hospital operational information, and proprietary equipment configurations encountered during service delivery in Sudan Khartoum.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. SNMEA reserves the right to terminate immediately for material breach, gross negligence, or failure to meet the performance standards outlined herein.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of the Sudan. Any disputes shall be resolved through arbitration in Khartoum, Sudan, in accordance with the Sudanese Arbitration Act.
- Insurance: The contractor shall maintain professional indemnity insurance and public liability insurance with a minimum coverage of 5,000,000 SDG for the duration of the engagement in Sudan Khartoum.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of Biomedical Engineer services in Sudan Khartoum. This document constitutes a binding procurement instrument under the Sudanese Public Procurement Regulations.
