1. SCOPE OF PURCHASE ORDERThis Purchase Order is issued by the Dar es Salaam Regional Health Authority to procure the professional services of a qualified Biomedical Engineer along with associated diagnostic and therapeutic equipment for deployment across three (3) public health facilities in Tanzania Dar es Salaam. The Biomedical Engineer engaged under this Purchase Order shall be responsible for the installation, calibration, maintenance, and technical oversight of all biomedical equipment procured herein. The scope of work is governed by the Tanzania Medical Devices Act, 2021, and the standards set forth by the Tanzania Food and Drugs Authority (TFDA) for all biomedical operations conducted within Tanzania Dar es Salaam.

- Delivery and Deployment: All equipment and the Biomedical Engineer team shall be fully deployed and operational at the designated facilities in Tanzania Dar es Salaam within forty-five (45) calendar days from the date of this Purchase Order. The Biomedical Engineer shall conduct a preliminary site survey within the first ten (10) days.
- Payment Terms: Payment shall be made in three (3) installments: 30% upon signing of this Purchase Order, 50% upon successful installation and commissioning of all equipment, and 20% upon completion of the full 12-month service period. All payments shall be made in Tanzanian Shillings (TZS) via bank transfer to the supplier's account at National Bank of Commerce, Tanzania Dar es Salaam branch.
- Qualifications: The Lead Biomedical Engineer must hold a minimum of a Bachelor's degree in Biomedical Engineering from a recognized institution, possess at least five (5) years of post-qualification experience in clinical biomedical engineering, and hold a valid professional registration with the Engineering Council of Tanzania. All Biomedical Engineer personnel assigned to this Purchase Order must be residents of or legally permitted to work in Tanzania Dar es Salaam.
- Regulatory Compliance: All biomedical equipment procured under this Purchase Order must comply with the Tanzania Medical Devices Act, 2021, and carry valid TFDA registration. The Biomedical Engineer is responsible for ensuring ongoing compliance with all regulatory requirements applicable to biomedical operations in Tanzania Dar es Salaam.
- Warranty and Support: All equipment carries a minimum two (2) year manufacturer's warranty. The Biomedical Engineer shall provide on-site technical support within twenty-four (24) hours of any reported malfunction at any facility in Tanzania Dar es Salaam.
- Confidentiality: The Biomedical Engineer and all associated personnel shall maintain strict confidentiality regarding patient data, institutional records, and proprietary information encountered during the execution of this Purchase Order in Tanzania Dar es Salaam.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Biomedical Engineer shall ensure a smooth handover of all equipment, documentation, and ongoing maintenance schedules to the Dar es Salaam Regional Health Authority.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the United Republic of Tanzania. Any disputes arising from this Purchase Order shall be resolved through arbitration in Tanzania Dar es Salaam in accordance with the Arbitration Act, Cap. 20, Laws of Tanzania.
