This Purchase Order is issued by the Central Procurement Authority, Ministry of Industry and Trade, for the engagement of a qualified Chemical Engineer to provide specialized technical services at the municipal water treatment and industrial effluent management facility located in Afghanistan Kabul. The Chemical Engineer shall be responsible for the design oversight, process optimization, quality assurance, and regulatory compliance of all chemical treatment operations conducted at the designated site in Afghanistan Kabul. This Purchase Order constitutes a binding agreement between the issuing authority and the vendor for the duration specified herein.

The Chemical Engineer engaged under this Purchase Order shall perform the following duties at the project site in Afghanistan Kabul:

  1. Conduct comprehensive process audits of existing water purification and chemical dosing systems at the Kabul industrial facility.
  2. Develop and implement optimized chemical treatment protocols to meet national and international water quality standards applicable in Afghanistan Kabul.
  3. Prepare detailed technical reports, process flow diagrams, and safety data sheets for all chemical agents used in the treatment process.
  4. Supervise and train local technical staff on proper handling, storage, and application of industrial chemicals in accordance with occupational health and safety regulations.
  5. Ensure full compliance with the Environmental Protection Agency of Afghanistan and all applicable municipal bylaws governing chemical operations in Afghanistan Kabul.
  6. Provide monthly progress reports to the project management office and attend bi-weekly coordination meetings at the Kabul project headquarters.
  7. Advise on the procurement of specialized chemical reagents, laboratory equipment, and process instrumentation required for the facility.

  1. This Purchase Order shall be governed by and interpreted in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this Purchase Order shall be resolved through arbitration in Afghanistan Kabul.
  2. The Chemical Engineer must hold a minimum of a Bachelor's degree in Chemical Engineering from an accredited institution and possess at least eight (8) years of relevant professional experience in water treatment or industrial chemical processes.
  3. All services rendered under this Purchase Order shall be performed at the designated project site in Afghanistan Kabul, Karim Khan District, unless otherwise authorized in writing by the project director.
  4. Payment shall be disbursed in monthly installments within thirty (30) calendar days of receipt of an approved invoice from the vendor, subject to satisfactory completion of the deliverables outlined in this Purchase Order.
  5. The vendor shall maintain comprehensive professional liability insurance with a minimum coverage of USD 500,000 for the duration of the contract, valid within the jurisdiction of Afghanistan Kabul.
  6. Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Chemical Engineer shall complete all in-progress deliverables and submit a final handover report to the issuing authority.
  7. All intellectual property, technical documentation, and process data generated under this Purchase Order shall remain the exclusive property of the Central Procurement Authority and the Ministry of Industry and Trade.
  8. The vendor is required to comply with all local labor laws, safety regulations, and environmental directives applicable to professional engineering services in Afghanistan Kabul.

This Purchase Order is hereby authorized and approved for execution. The engagement of the Chemical Engineer for the project in Afghanistan Kabul is confirmed subject to the terms, conditions, and pricing set forth in this document.
