The Civil Engineer shall be responsible for all structural calculations, geotechnical assessments, seismic design compliance in accordance with the Colombian National Seismic Design Standard (NSR-10), and ongoing site supervision throughout the construction phase in Bogotá D.C.

The scope of work encompasses the full lifecycle of civil engineering services, including but not limited to: preliminary structural design, detailed engineering drawings, material specifications, load calculations, foundation design, concrete mix design, steel reinforcement detailing, and final as-built documentation. All deliverables must comply with the applicable building codes and regulations of the District Capital of Bogotá, including the Plan de Ordenamiento Territorial (POT) of Bogotá and the technical standards issued by the Secretaría de Planeación Distrital.

4.1 Performance Location: All services under this Purchase Order shall be performed at the project site located at Avenida Caracas No. 110-45, Usaquén, Bogotá D.C., Colombia, and at the vendor's engineering office in Bogotá, Colombia. The Civil Engineer shall maintain a minimum on-site presence of five (5) working days per week during active construction phases.

4.2 Payment Terms: Payment shall be made in Colombian Pesos (COP) via bank transfer to the vendor's account in Colombia. Invoices shall be submitted monthly. Payment terms are Net 30 days from the date of invoice acceptance. A retention of 10% shall be held from each progress payment and released upon final project completion and acceptance of the as-built documentation by the Bogotá District Construction Authority.

4.3 Professional Qualifications: The lead Civil Engineer must hold a valid professional registration with the Colombian Ministry of Housing, City and Territory (Ministerio de Vivienda, Ciudad y Territorio) and must be in good standing with the local professional chamber in Bogotá. The vendor shall provide proof of professional liability insurance (seguro de responsabilidad civil profesional) with a minimum coverage of COP 500,000,000, valid throughout the duration of the contract in Colombia.

4.4 Regulatory Compliance: All engineering deliverables must comply with the Colombian National Seismic Design Standard (NSR-10), the Colombian Technical Standards (NTC) for structural concrete and steel, the POT of Bogotá, and all applicable environmental regulations of the District Capital. The Civil Engineer is responsible for obtaining and maintaining all necessary permits and licenses from the relevant Bogotá municipal authorities.

4.5 Intellectual Property: All drawings, calculations, reports, and documentation produced under this Purchase Order shall become the exclusive property of Constructora Andina S.A.S. upon full payment. The Civil Engineer shall not reuse, reproduce, or disclose any project-specific information without prior written consent.

4.6 Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the vendor shall be compensated for all services rendered up to the termination date, less applicable retention. Termination for cause (material breach, professional negligence, or failure to meet Colombian regulatory requirements) shall be effective immediately upon written notice.

4.7 Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved through mediation in Bogotá, Colombia, in accordance with the Colombian Civil Procedure Code. If mediation fails, disputes shall be submitted to the competent commercial courts of Bogotá D.C., Colombia.
