This Purchase Order is issued by the Capital Infrastructure Development Authority (CIDA), Islamabad, to formally engage the services of a qualified Civil Engineer for the design, supervision, and quality assurance of the Islamabad Ring Road Phase III expansion project. The scope of this Purchase Order encompasses all professional engineering services to be rendered within the jurisdiction of Pakistan Islamabad, in strict compliance with the Pakistan Engineering Council (PEC) regulations, the Islamabad Capital Territory (ICT) Development Authority building codes, and the national standards prescribed by the Pakistan Standards and Quality Control Authority (PSQCA).
The Civil Engineer engaged under this Purchase Order shall be responsible for the complete structural design, geotechnical assessment, hydraulic analysis, and on-site construction supervision of the 12.4-kilometre stretch of the Ring Road expansion connecting the Margalla Hills Foothills to the Chaklala Industrial Area. All deliverables must conform to the specifications outlined in the project tender document CIDA/TDR/2025/0312 and the applicable building and infrastructure codes of Pakistan Islamabad.

3.1 This Purchase Order constitutes a binding agreement between the Capital Infrastructure Development Authority and the named Civil Engineer upon signature by both parties. All terms herein shall be governed by the laws of the Islamic Republic of Pakistan, specifically the Contract Act 1872 and the applicable procurement regulations of the Government of Pakistan Islamabad.
3.2 The Civil Engineer shall maintain a valid Professional Engineer (PE) license issued by the Pakistan Engineering Council (PEC) throughout the duration of this Purchase Order. Any lapse in licensure shall constitute grounds for immediate termination of this Purchase Order without penalty to the Authority.
3.3 All work under this Purchase Order shall be executed within the administrative boundaries of Pakistan Islamabad, and the Civil Engineer shall comply with all local regulations, permits, and environmental clearances mandated by the Islamabad Capital Territory (ICT) Development Authority and the National Environmental Quality Council (NEQC).
3.4 Payment shall be processed in three milestones: 30% upon commencement and submission of preliminary design drawings; 40% upon completion of detailed design and geotechnical reports; and 30% upon final handover of as-built documentation and project closure. All payments shall be made via bank transfer to the account specified by the Civil Engineer in accordance with the Federal Procurement Regulatory Authority (FPRA) guidelines applicable in Pakistan Islamabad.
3.5 The Civil Engineer shall provide weekly progress reports to the CIDA Project Management Office located in Blue Area, Islamabad, and shall attend all scheduled coordination meetings with the ICTDA, the Pakistan Highway Authority, and the National Highway and Motorway Police as required for the Ring Road Phase III project.
3.6 Any variation in scope beyond 10% of the original Purchase Order value shall require a written amendment signed by both parties. The Civil Engineer shall not commence any additional work without prior written authorization from the CIDA Procurement Division.
3.7 The Civil Engineer shall carry professional indemnity insurance of not less than PKR 25,000,000 for the duration of this Purchase Order, with the Capital Infrastructure Development Authority named as an additional insured party.
3.8 Disputes arising from this Purchase Order shall be resolved through arbitration in Islamabad, Pakistan, in accordance with the Arbitration Act 1940 of Pakistan. The seat of arbitration shall be the Islamabad International Arbitration Centre.
NOTE: This Purchase Order is subject to the approval of the CIDA Finance Committee and the Federal Procurement Regulatory Authority (FPRA) review. The Civil Engineer shall not mobilize resources or commence fieldwork in Pakistan Islamabad until written confirmation of PO acceptance is received from the CIDA Procurement Division.
