Scope of Purchase OrderThis Purchase Order is issued by Al Rayyan Infrastructure Development W.L.L. to Gulf Structural Engineering Consultants LLC for the engagement of a qualified Civil Engineer and associated professional engineering services to be performed in Qatar Doha. The scope of work encompasses structural design review, site supervision, geotechnical assessment, and compliance verification for the Doha Metro Extension Phase III project located in the Al Wakrah district of Qatar Doha. The Civil Engineer shall hold a valid Qatar Engineers Council (QEC) registration and a minimum of fifteen (15) years of experience in large-scale infrastructure projects within the State of Qatar.

- Acceptance: This Purchase Order shall become a binding contract upon written acceptance and signature by both parties. The Civil Engineer services described herein shall commence no later than 1 July 2025 at the designated project site in Qatar Doha.
- Payment Terms: Payment shall be made in three (3) equal installments: 40% upon commencement of services, 40% upon completion of the mid-project structural review milestone, and 20% upon final acceptance of the as-built documentation. All payments shall be processed via bank transfer to the supplier's designated account in Qatar Doha within fifteen (15) business days of invoice submission.
- Qualification Requirements: The Lead Civil Engineer must possess a Bachelor's or Master's degree in Civil Engineering from an accredited institution, valid QEC professional registration, and a minimum of fifteen (15) years of demonstrated experience in infrastructure projects within Qatar. All supporting credentials must be submitted prior to the commencement date.
- Compliance with Local Law: All services rendered under this Purchase Order shall comply with the laws of the State of Qatar, the Qatar Building Code, the regulations of the Municipality of Doha, and all applicable environmental and safety standards enforced in Qatar Doha.
- Work Location: All on-site activities, inspections, and supervisory duties shall be conducted at the project location in Al Wakrah, Qatar Doha. The Civil Engineer and associated personnel shall adhere to all site safety protocols and Qatar Labour Law requirements.
- Confidentiality: All project drawings, structural calculations, geotechnical data, and proprietary information related to the Doha Metro Extension Phase III shall remain strictly confidential. The Civil Engineer and all sub-consultants shall sign a Non-Disclosure Agreement (NDA) prior to accessing any project documentation.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Civil Engineer shall be compensated for all services rendered up to the termination date, and all project deliverables in progress shall be handed over to the Purchasing Party.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be attempted to be resolved through amicable negotiation. If unresolved within thirty (30) days, the matter shall be referred to arbitration in accordance with the rules of the Qatar International Arbitration Centre (QIAC) located in Qatar Doha. The governing law shall be the laws of the State of Qatar.
- Insurance: The Supplier shall maintain professional indemnity insurance with a minimum coverage of QAR 5,000,000 and comprehensive general liability insurance for all Civil Engineer personnel working in Qatar Doha for the duration of this contract.
- Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, government mandates, or civil unrest affecting Qatar Doha.
