3. Scope of Work & Description

This Purchase Order is issued by Al-Masani Infrastructure Development Co., Ltd. to engage the services of Civil Engineer Eng. Faisal Mohammed Al-Harbi for the design, supervision, and technical oversight of the Jeddah Coastal Road Expansion Phase III project. The Civil Engineer shall be responsible for all structural calculations, geotechnical assessments, construction supervision, and compliance verification in accordance with the Saudi Building Code (SBC) and the municipal regulations of the Jeddah Municipality. All deliverables must be submitted to the project office located in Jeddah, Saudi Arabia, within the timelines specified herein.

5. Payment Terms
  • Payment shall be made in four (4) equal installments of SAR 232,156.25 each, due at 25% project milestones: (a) upon approval of structural design, (b) upon completion of geotechnical reports, (c) upon 75% completion of on-site supervision, and (d) upon final handover and acceptance.
  • All payments shall be processed via bank transfer to the Civil Engineer's designated account at Al-Rajhi Bank, Jeddah Branch, within fifteen (15) business days of invoice approval.
  • A retention of 5% (SAR 46,431.25) shall be withheld from the final payment and released after a twelve (12) month defect liability period.
  • Late payments shall accrue interest at a rate of 1.5% per month as per Saudi commercial law.
6. Terms and Conditions
  • This Purchase Order is governed by the laws of the Kingdom of Saudi Arabia, and any disputes shall be resolved through the Jeddah Commercial Court.
  • The Civil Engineer must maintain a valid professional license issued by the Saudi Council of Engineers (SCE) throughout the duration of this engagement. Failure to do so shall constitute grounds for immediate termination.
  • All work products, drawings, and reports shall be the exclusive intellectual property of Al-Masani Infrastructure Development Co., Ltd. upon full payment.
  • The Civil Engineer shall comply with all occupational health and safety regulations as mandated by the Ministry of Human Resources and Social Development, Saudi Arabia.
  • Force majeure events, including but not limited to extreme weather conditions affecting the Jeddah coastal zone, shall extend deadlines proportionally upon written notice within 48 hours.
  • This Purchase Order may be amended only by mutual written agreement signed by both parties. Verbal modifications are not binding.
  • The Civil Engineer shall submit weekly progress reports to the project office in Jeddah every Friday by 14:00 local time.
  • Confidentiality: All project data, site plans, and proprietary information shared under this Purchase Order shall remain strictly confidential for a period of five (5) years following project completion.
7. Delivery and Acceptance

All deliverables shall be submitted electronically (PDF and CAD formats) to the project management office in Jeddah, Saudi Arabia, and physically (three hard copies) to the site office. Acceptance of each deliverable shall be confirmed in writing by the Project Director within ten (10) business days of submission. Failure to respond within this period shall be deemed as acceptance.
