This Purchase Order is issued by the Manchester Infrastructure Development Authority to engage the services of a qualified Civil Engineer and associated engineering team for the design, structural assessment, and technical oversight of the Manchester Northern Corridor Road Improvement Scheme. The Civil Engineer shall be responsible for all structural calculations, geotechnical review, drainage design, and compliance verification in accordance with the Building Regulations (England and Wales) 2010, the Highways Act 1980, and all applicable United Kingdom statutory requirements.

The Civil Engineer shall operate from the project office located at 15 King Street, Manchester, M2 6WQ, United Kingdom, and shall attend all scheduled coordination meetings at the Manchester City Council planning offices. All deliverables under this Purchase Order must be produced in accordance with the Institution of Civil Engineers (ICE) professional standards and the UK Waterways, Ports and Docks (UKWPD) guidance where applicable.

4.1 This Purchase Order is governed by the laws of England and Wales, United Kingdom. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of Manchester, United Kingdom.

4.2 The Civil Engineer shall maintain professional indemnity insurance of no less than £5,000,000 per claim throughout the duration of this Purchase Order and shall provide a certificate of insurance upon request.

4.3 All work shall comply with the Health and Safety at Work etc. Act 1974 (United Kingdom) and the Construction (Design and Management) Regulations 2015 (CDM 2015). The Civil Engineer shall act as the Principal Designer for the purposes of CDM 2015.

4.4 Payment shall be made within 30 calendar days of receipt of a valid VAT invoice from the Civil Engineer. Late payment shall attract interest at the rate prescribed under the Late Payment of Commercial Debts (Interest) Act 1998 (United Kingdom).

4.5 The Civil Engineer shall not subcontract any portion of the engineering design work without prior written consent from the Manchester Infrastructure Development Authority.

4.6 All drawings, calculations, and reports produced under this Purchase Order shall be the property of the Manchester Infrastructure Development Authority upon full payment.

4.7 The Civil Engineer shall comply with all data protection obligations under the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018 (United Kingdom).

Commencement of the Civil Engineer's services under this Purchase Order is scheduled for 1 July 2025. The Civil Engineer shall submit a detailed project programme within 10 working days of the Purchase Order acceptance date. All interim deliverables shall be submitted to the project office in Manchester, United Kingdom, in both hard copy (3 sets) and electronic PDF format.

This Purchase Order is valid for acceptance within 14 calendar days of the date of issue. The Civil Engineer shall confirm acceptance by signing and returning a copy of this Purchase Order to the Manchester Infrastructure Development Authority procurement department.
