This Purchase Order is issued to procure the professional services of a qualified Computer Engineer to be deployed and stationed in Afghanistan Kabul for a period of twelve (12) months, commencing on 1 August 2025. 4.1 Payment Schedule: Payment under this Purchase Order shall be disbursed in quarterly installments of $35,000.00 each, due within thirty (30) days of the end of each calendar quarter. The first installment is due upon verified commencement of the Computer Engineer's duties in Afghanistan Kabul.
4.2 Performance Obligations: The Computer Engineer shall report directly to the Director of IT Infrastructure at the Ministry of Communications and Information Technology, Kabul. Weekly progress reports and monthly technical assessments must be submitted in accordance with the operational protocols established for all government IT personnel stationed in Afghanistan Kabul.
4.3 Security and Compliance: Given the operational environment in Afghanistan Kabul, the Computer Engineer must comply with all security directives issued by the Ministry of Interior and the relevant provincial authorities. The supplier is responsible for obtaining all necessary work permits, local registrations, and security clearances prior to the Computer Engineer's arrival in Afghanistan Kabul. Failure to secure these documents shall constitute a material breach of this Purchase Order.
4.4 Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of termination, the Computer Engineer shall complete all outstanding deliverables and hand over all technical documentation, source code, and system credentials to the Ministry before departing Afghanistan Kabul.
4.5 Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this Purchase Order shall be resolved through arbitration in Kabul, Afghanistan, in accordance with the UNCITRAL Arbitration Rules.
4.6 Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order if such failure results from circumstances beyond reasonable control, including but not limited to civil unrest, natural disasters, or government-imposed restrictions affecting operations in Afghanistan Kabul.
5. ACCEPTANCE AND AUTHORIZATIONBy signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Computer Engineer in Afghanistan Kabul. This document constitutes a binding procurement instrument and supersedes all prior negotiations, letters of intent, or verbal agreements related to this specific engagement.
