4.1 This Purchase Order constitutes a binding agreement between the Buyer and the Supplier for the engagement of a Computer Engineer to deliver the services outlined in Section 3. All work shall be performed at the designated offices in Nigeria Abuja, Federal Capital Territory, unless otherwise agreed in writing.
4.2 The Computer Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Computer Engineering, Computer Science, or a related field from a recognized Nigerian university, and possess at least five (5) years of post-qualification professional experience in enterprise IT infrastructure.
4.3 Payment shall be made in accordance with the Federal Government of Nigeria's procurement guidelines. Invoices shall be submitted monthly, and payment shall be processed within thirty (30) days of receipt of a valid invoice and satisfactory delivery confirmation by the Buyer's technical review team in Nigeria Abuja.
4.4 The Supplier warrants that the Computer Engineer assigned to this Purchase Order shall comply with all applicable Nigerian data protection laws, including the Nigeria Data Protection Act (NDPA) 2023, and shall maintain strict confidentiality regarding all government information accessed during the course of the engagement.
4.5 Any modification, extension, or cancellation of this Purchase Order must be documented in a written amendment signed by both parties. The Buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach by the Supplier.
4.6 All disputes arising from this Purchase Order shall be resolved through arbitration in Nigeria Abuja in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria 2004.
4.7 The Computer Engineer shall submit a comprehensive progress report to the Buyer's Director of ICT every thirty (30) days, detailing completed tasks, ongoing activities, and any challenges encountered in the Nigeria Abuja operational environment.
