This Purchase Order is issued to procure the professional services of a qualified Computer Engineer to be deployed at the buyer's primary operational facility located in Saudi Arabia Riyadh. The Computer Engineer shall be responsible for the design, implementation, maintenance, and optimization of the company's enterprise computing infrastructure, network systems, and software development environments. The role is critical to supporting the ongoing digital transformation initiatives mandated by the Saudi Vision 2030 framework and the National Industrial Transformation Programme (NITP).
The Computer Engineer shall report directly to the Chief Technology Officer (CTO) of Al-Riyadh Technology Solutions Co. Ltd. and shall operate in full compliance with all applicable regulations set forth by the Saudi Communications and IT Commission (CITC), the Saudi Data and AI Authority (SDAIA), and the Ministry of Human Resources and Social Development (HRSD) of the Kingdom of Saudi Arabia.

The Computer Engineer engaged under this Purchase Order must meet the following minimum qualifications to ensure operational excellence within the Saudi Arabia Riyadh technology sector:
- Bachelor's or Master's degree in Computer Engineering, Computer Science, or a closely related field from an accredited institution.
- Minimum of 8 years of progressive experience in enterprise IT infrastructure, software architecture, and systems engineering.
- Proficiency in cloud platforms (AWS, Azure, or Alibaba Cloud), network engineering (CCNP or equivalent), and cybersecurity frameworks.
- Valid professional certification (e.g., PMP, CISSP, or equivalent) recognized by the Saudi Council of Engineers.
- Fluency in English; working proficiency in Arabic is strongly preferred for operations in Saudi Arabia Riyadh.
- Eligibility to obtain a valid Iqama (residence permit) and work authorization in the Kingdom of Saudi Arabia.
- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both authorized representatives. All services shall be rendered in accordance with the labor laws and commercial regulations of the Kingdom of Saudi Arabia, specifically as applicable to the city of Saudi Arabia Riyadh.
- The Supplier guarantees that the Computer Engineer assigned under this order shall be fully qualified, legally authorized to work in the Kingdom, and free from any conflicting contractual obligations. Any breach of this guarantee shall render the Supplier liable for immediate termination and full refund of amounts paid.
- Payment shall be processed in monthly installments corresponding to the Computer Engineer's professional fee, with the initial relocation and onboarding package payable within 14 days of the Computer Engineer's arrival in Saudi Arabia Riyadh.
- The Buyer reserves the right to conduct quarterly performance evaluations of the Computer Engineer. Failure to meet the agreed Key Performance Indicators (KPIs) for two consecutive quarters shall entitle the Buyer to terminate this Purchase Order with 30 days' written notice.
- All intellectual property, code, designs, and documentation produced by the Computer Engineer during the term of this order shall be the sole property of the Buyer. The Computer Engineer shall sign a non-disclosure and intellectual property assignment agreement prior to commencing work in Saudi Arabia Riyadh.
- The Supplier shall bear full responsibility for the processing of all visa, Iqama, and work permit documentation required for the Computer Engineer to legally reside and work in the Kingdom of Saudi Arabia. All associated government fees shall be included in the pricing outlined in Section 4 of this Purchase Order.
- Disputes arising from this Purchase Order shall be resolved through arbitration in Riyadh, Saudi Arabia, in accordance with the rules of the Saudi Center for Commercial Arbitration (SCCA). The language of arbitration shall be English.
- This Purchase Order is subject to the 15% Value Added Tax (VAT) as mandated by the Zakat, Tax and Customs Authority (ZATCA) of the Kingdom of Saudi Arabia.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Computer Engineer services in Saudi Arabia Riyadh. This document is valid for a period of 30 calendar days from the date of issue, after which a revised Purchase Order shall be required.
