This Purchase Order is issued to formally engage a qualified Curriculum Developer to design, develop, and deliver comprehensive educational curricula for the secondary and tertiary education sectors in Afghanistan Kabul. The Curriculum Developer shall be responsible for the following deliverables and activities:

The Curriculum Developer engaged under this Purchase Order must meet the following minimum qualifications:

- Acceptance: This Purchase Order becomes binding upon written acceptance by the Curriculum Developer within ten (10) business days of issuance. Failure to respond within this period shall render this Purchase Order null and void.
- Performance Location: All services under this Purchase Order shall be performed primarily in Afghanistan Kabul. The Curriculum Developer is expected to maintain a physical presence at the Ministry of Education office in Kabul for a minimum of 20 working days per month.
- Intellectual Property: All curriculum materials, frameworks, modules, and documentation produced by the Curriculum Developer under this Purchase Order shall become the exclusive property of the Ministry of Education, Afghanistan, upon full payment.
- Payment Schedule: Payments shall be disbursed in four (4) equal quarterly installments of USD 36,375.00 each, subject to satisfactory milestone completion verified by the Project Monitoring Committee in Kabul.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination for convenience, the Curriculum Developer shall be compensated for all work completed and documented up to the termination date.
- Compliance: The Curriculum Developer shall comply with all applicable laws and regulations of the Islamic Emirate of Afghanistan, including but not limited to labor laws, tax obligations, and educational standards set forth by the Ministry of Education in Kabul.
- Confidentiality: The Curriculum Developer agrees to maintain strict confidentiality regarding all student data, internal Ministry documents, and proprietary curriculum content accessed during the performance of this Purchase Order.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be addressed through good-faith negotiation between the parties in Kabul. If unresolved within 30 days, the matter shall be submitted to arbitration under the rules of the Kabul Chamber of Commerce.
- Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, civil unrest, or government-mandated closures in Afghanistan Kabul.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Emirate of Afghanistan.
This Purchase Order has been reviewed and authorized by the undersigned officials of the Ministry of Education, Afghanistan, for the procurement of Curriculum Developer services in support of the national education reform initiative in Afghanistan Kabul.
