This Purchase Order is issued by the Melbourne Metropolitan Education Authority to engage the services of a qualified Curriculum Developer for the design, development, and delivery of a comprehensive K–12 curriculum framework aligned with the Australian Curriculum: F–10 and the Victorian Curriculum F–12. The Curriculum Developer shall operate primarily from the Melbourne metropolitan region and shall ensure all deliverables comply with the regulatory standards set by the Victorian Registration and Qualifications Authority (VRQA) and the Australian Institute for Teaching and School Leadership (AITSL).

The scope of work encompasses the following specific deliverables, all to be produced and delivered within the Australia Melbourne educational context:

  • Payment Schedule: 30% upon execution of this Purchase Order; 40% upon delivery and acceptance of all curriculum materials; 30% upon completion of all professional development workshops and final advisory hours.
  • Payment Method: Electronic Funds Transfer (EFT) to the vendor's nominated bank account in Australia Melbourne. Bank details to be confirmed in writing prior to the first payment.
  • Payment Due: Within thirty (30) calendar days of receipt of a valid tax invoice compliant with the Australian Taxation Office (ATO) requirements.
  • Currency: All amounts are denominated in Australian Dollars (AUD).
  • Late Payment: Interest on overdue amounts shall accrue at the rate prescribed under the Victorian Competition and Consumer Act 2010 (Cth) and applicable state legislation.
  • All curriculum materials and deliverables shall be submitted to the MMEA Office, Level 12, 88 Collins Street, Melbourne, Victoria 3000, no later than 30 September 2025.
  • The Curriculum Developer shall provide a minimum of two (2) draft review cycles for each major deliverable, with a minimum of ten (10) business days allocated for MMEA feedback between each cycle.
  • Acceptance of deliverables shall be confirmed in writing by the Director of Curriculum & Pedagogy or their authorised delegate. Rejection of any deliverable must be accompanied by a written statement of non-conformance.
  • All professional development workshops shall be conducted at the MMEA Training Centre, 88 Collins Street, Melbourne, Victoria, or at such other Australia Melbourne venue as mutually agreed in writing.
  • This Purchase Order is governed by the laws of the State of Victoria, Australia, and the Commonwealth of Australia. Any disputes arising shall be subject to the exclusive jurisdiction of the courts of Victoria, Australia Melbourne.
  • The Curriculum Developer warrants that all curriculum content is original, free from intellectual property infringement, and compliant with the Australian Curriculum and Victorian Curriculum F–12 frameworks as published by the Victorian Curriculum and Assessment Authority (VCAA).
  • The vendor shall maintain professional indemnity insurance with a minimum cover of AUD 10,000,000 and public liability insurance of AUD 20,000,000 throughout the duration of this Purchase Order.
  • The Curriculum Developer shall comply with all applicable Australian workplace health and safety legislation, including the Work Health and Safety Act 2011 (Vic), when conducting on-site activities in Melbourne.
  • Confidentiality: All information exchanged under this Purchase Order shall be treated as confidential in accordance with the Privacy Act 1988 (Cth) and the Information Privacy Act 2000 (Vic).
  • Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the vendor shall be compensated for all work completed and accepted up to the date of termination.
  • Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters affecting the Australia Melbourne region, pandemics, or government-mandated closures.
  • This Purchase Order does not constitute a contract until countersigned by both parties. The full terms of the associated Service Agreement (Ref: SA-2025-MEL-04872) shall apply in the event of any inconsistency.

By signing below, the parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of the Curriculum Developer services as described herein, to be delivered within the Australia Melbourne jurisdiction.
