2. Description of Services – Curriculum Developer Engagement

This Purchase Order is issued by the Accra Metropolitan Education Authority to formally engage the above-named Curriculum Developer to design, develop, and deliver a comprehensive secondary school curriculum framework for the 2025/2026 academic year. The Curriculum Developer shall operate primarily from the Authority's headquarters in Ghana Accra and shall ensure that all deliverables align with the Ghana Education Service (GES) national standards, the West African Examinations Council (WAEC) syllabus requirements, and the specific pedagogical needs of schools within the Greater Accra Region.

4. Payment Terms

Payment for this Purchase Order shall be made in four (4) milestone-based instalments to the Curriculum Developer as follows:

  1. Instalment 1 (30% – GHS 284,970.00): Due within 14 working days of the successful completion and sign-off of the needs assessment phase (Item 01).
  2. Instalment 2 (30% – GHS 284,970.00): Due within 14 working days of the delivery of the complete curriculum framework, teacher's guides, and learner workbooks (Items 02 and 03).
  3. Instalment 3 (25% – GHS 237,475.00): Due within 14 working days of the completion of all five professional development workshops (Item 04).
  4. Instalment 4 (15% – GHS 142,485.00): Due within 21 working days of the final acceptance of the pilot implementation report and the complete curriculum package submitted to the GES Accra Regional Office (Items 05 and 06).

All payments shall be made via bank transfer to the account specified in Section 1. The Curriculum Developer shall provide a valid tax invoice for each instalment. Late payments shall attract interest at the rate of 2% per month as stipulated under the Ghanaian Public Procurement Act, 2003 (Act 663).

5. Delivery and Implementation Location

All on-site activities, including stakeholder consultations, teacher training workshops, and pilot implementation, shall be conducted within the Ghana Accra metropolitan area and its immediate environs. The Curriculum Developer shall coordinate with the Accra Metropolitan Education Authority's regional offices located at 12 Independence Avenue, Accra, for all logistical arrangements. Travel and accommodation expenses for the Curriculum Developer's team within Ghana Accra are included in the unit prices stated in Section 3 and shall not be billed separately.

6. Terms and Conditions
  1. This Purchase Order is governed by the laws of the Republic of Ghana, including the Public Procurement Act, 2003 (Act 663) and the Ghana Education Service Act, 2008 (Act 792).
  2. The Curriculum Developer warrants that all curriculum materials, frameworks, and instructional resources developed under this Purchase Order shall be original, free from intellectual property infringement, and compliant with the national education standards of Ghana.
  3. The Curriculum Developer shall maintain full confidentiality regarding student data, school records, and internal policy documents accessed during the engagement in Ghana Accra.
  4. Any changes to the scope of work must be approved in writing by both parties through a formal amendment to this Purchase Order. Verbal agreements shall not be binding.
  5. The Curriculum Developer shall submit a progress report to the Authority every 30 calendar days from the commencement date. Failure to submit two consecutive reports without valid justification shall constitute a material breach of this Purchase Order.
  6. In the event of a dispute, both parties shall first attempt resolution through mediation in Ghana Accra. If mediation fails within 30 days, the matter shall be referred to the courts of competent jurisdiction in Accra, Ghana.
  7. This Purchase Order shall remain in full force and effect until all deliverables have been accepted and all payments have been settled in full.
7. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Curriculum Developer in Ghana Accra.
