This Purchase Order is issued by the Ministry of Education & Higher Education of Kuwait to formally engage a qualified Curriculum Developer to design, develop, and deliver a comprehensive K-12 curriculum framework for implementation across all public schools in Kuwait Kuwait City. The Curriculum Developer shall be responsible for the following scope of work:

- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All terms herein shall be governed by the laws of the State of Kuwait.
- The Curriculum Developer shall commence work no later than 1 August 2025 and shall complete all deliverables by 30 June 2026, subject to approval milestones agreed upon in the project schedule.
- All curriculum materials developed under this Purchase Order shall be the exclusive intellectual property of the Ministry of Education & Higher Education, Kuwait, upon full payment. The Curriculum Developer retains no rights to reproduce, distribute, or license the materials without written consent.
- Payment shall be made in four (4) equal installments of KWD 37,575.00 each, due upon completion and acceptance of each project phase. Payment shall be processed via bank transfer to the Supplier's designated account in Kuwait City.
- The Curriculum Developer shall maintain a dedicated project team of no fewer than five (5) qualified specialists, including at least two (2) native Arabic-speaking curriculum experts and one (1) assessment specialist, all of whom shall be based in or regularly present in Kuwait Kuwait City during the project duration.
- All on-site meetings, workshops, and pilot activities shall be conducted at venues within Kuwait Kuwait City as designated by the Buyer. Travel and accommodation costs for the Curriculum Developer's team are included in the unit prices stated above.
- The Supplier shall comply with all data protection regulations of Kuwait and shall ensure that no student data collected during the pilot phase in Kuwait Kuwait City is stored outside the country without explicit authorization.
- Any changes to the scope of work must be documented in a formal Change Order signed by both parties. No additional charges shall be incurred without prior written approval under this Purchase Order.
- In the event of non-performance or material breach, the Buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice, and the Supplier shall refund any unearned payments within fourteen (14) days.
- Disputes arising from this Purchase Order shall be resolved through arbitration in Kuwait City in accordance with the Kuwaiti Arbitration Law, and the proceedings shall be conducted in Arabic.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Curriculum Developer in support of the educational reform initiative in Kuwait Kuwait City.
