1. SCOPE OF ENGAGEMENT – CURRICULUM DEVELOPER SERVICESThis Purchase Order is issued by the Islamabad Board of Education & Training Authority (hereinafter referred to as the "Buyer") to Madina Curriculum Development Consultants (Pvt.) Ltd. (hereinafter referred to as the "Vendor" or the Curriculum Developer) for the provision of comprehensive curriculum design, development, review, and implementation support services. The Curriculum Developer shall deliver all services in accordance with the national education policy framework of the Islamic Republic of Pakistan and the specific academic standards mandated by the Federal Board of Intermediate and Secondary Education (FBISE) and the Punjab Board of Intermediate and Secondary Education (PBISE), both headquartered in Pakistan Islamabad.
The engagement of the Curriculum Developer is intended to modernize and align the existing secondary and intermediate-level curricula across all public-sector schools operating within the administrative boundaries of Pakistan Islamabad, ensuring pedagogical relevance, cultural sensitivity, and compliance with the National Curriculum Framework 2022 issued by the National Curriculum Council.

- Validity of Purchase Order: This Purchase Order shall remain valid for a period of ninety (90) calendar days from the date of issue. The Curriculum Developer must submit a signed acceptance and mobilization plan within fourteen (14) days of receipt of this document.
- Delivery and Timeline: All curriculum packages (Items 1–4) shall be delivered in draft form within ninety (90) days of the commencement date. Final approved versions, incorporating feedback from the Buyer's Academic Review Committee based in Pakistan Islamabad, shall be submitted within an additional sixty (60) days. Training workshops (Item 5) shall be conducted between months four and six of the contract period.
- Payment Terms: Payment shall be made in four (4) equal installments: 25% upon signed acceptance of this Purchase Order; 25% upon delivery of all draft curriculum documents; 30% upon final approval and commencement of teacher training; and 20% upon successful completion of the 24-month consultancy period. All payments shall be processed via bank transfer to the Curriculum Developer's designated account in compliance with the State and Public Finance Rules of Pakistan.
- Quality Assurance: The Curriculum Developer warrants that all deliverables shall conform to the National Curriculum Framework 2022, the Pakistan Education Policy 2021, and the specific technical specifications outlined in Annexure A attached to this Purchase Order. Any non-conforming deliverable shall be rectified at the Vendor's sole cost within fifteen (15) working days.
- Intellectual Property: Upon full and final payment, all intellectual property rights in the developed curricula, teaching materials, and digital platform content shall vest exclusively in the Buyer. The Curriculum Developer shall not reproduce, distribute, or license any portion of the deliverables to third parties without prior written consent from the Islamabad Board of Education & Training Authority.
- Confidentiality: The Curriculum Developer shall treat all data, student records, and internal policy documents of the Buyer as strictly confidential. This obligation shall survive the termination of this Purchase Order for a period of five (5) years.
- Governing Law and Jurisdiction: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan. Any disputes arising hereunder shall be subject to the exclusive jurisdiction of the competent courts in Pakistan Islamabad.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice in the event of material breach. The Buyer reserves the right to terminate for convenience upon sixty (60) days' notice, subject to payment for work satisfactorily completed to date.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government-imposed lockdowns, or national emergencies declared within Pakistan Islamabad or the wider territory of Pakistan.
