This Purchase Order is issued to formally engage a qualified Curriculum Developer to design, develop, and deliver a comprehensive educational curriculum framework for the Western Cape Education & Training Authority. The Curriculum Developer shall be based in and operate primarily from South Africa Cape Town, ensuring direct collaboration with local educators, subject-matter experts, and institutional stakeholders within the metropolitan area.
The scope of work for the Curriculum Developer includes, but is not limited to, the following deliverables:

All services under this Purchase Order shall be rendered in South Africa Cape Town. The Curriculum Developer is required to maintain a dedicated workspace within the Cape Town metropolitan area for the duration of the engagement. All stakeholder meetings, pilot sessions, and professional development workshops shall be conducted at venues within a 30-kilometre radius of the City of Cape Town CBD. The Curriculum Developer acknowledges that local knowledge of the South African education landscape, including the specific needs of learners in the Western Cape province, is a critical competency for this role.
- Acceptance: This Purchase Order becomes binding upon written acceptance by the Supplier within ten (10) business days of the date of issue. Failure to respond within this period shall render this Purchase Order null and void.
- Payment Schedule: Payment shall be made in three (3) instalments: 30% upon contract commencement, 40% upon delivery of the curriculum framework and all 12 modules, and 30% upon final acceptance of the handover package. All payments shall be made via electronic funds transfer (EFT) to the Supplier's designated bank account in South Africa.
- Intellectual Property: All curriculum materials, frameworks, modules, and documentation produced by the Curriculum Developer under this Purchase Order shall become the exclusive property of the Western Cape Education & Training Authority upon full payment. The Curriculum Developer retains the right to reference the engagement in professional portfolios with prior written consent.
- Confidentiality: The Curriculum Developer shall treat all data, learner information, and institutional records encountered during the engagement as strictly confidential in accordance with the Protection of Personal Information Act (POPIA) of South Africa.
- Compliance: The Curriculum Developer shall comply with all applicable South African legislation, including the Basic Education Act, the South African Qualifications Authority (SAQA) regulations, and all municipal by-laws applicable in Cape Town.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Supplier shall be compensated for all work completed and documented up to the date of termination.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Cape Town, South Africa, in accordance with the rules of the Arbitration Foundation of Southern Africa (AFSA). If mediation fails, the matter shall be referred to the High Court of South Africa, Western Cape Division, Cape Town.
- Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies affecting South Africa Cape Town.
The Buyer shall have fourteen (14) business days from the date of delivery to review and accept or reject each deliverable. Rejection must be accompanied by a written statement of specific deficiencies. The Curriculum Developer shall have ten (10) business days to rectify any identified deficiencies at no additional cost to the Buyer. Final acceptance of the complete curriculum package constitutes full satisfaction of this Purchase Order.
