2. Description of Procurement – Curriculum Developer Engagement

This Purchase Order is issued by the Ministry of Education, Republic of the Sudan, to formally engage a qualified Curriculum Developer for the design, development, and implementation of updated instructional curricula across primary and secondary education sectors within the Sudan Khartoum metropolitan region. The Curriculum Developer shall be responsible for conducting a comprehensive needs assessment, drafting revised learning outcomes, producing teacher training materials, and ensuring full alignment with the national education standards as stipulated by the Sudanese Ministry of Education. All deliverables under this Purchase Order must be completed within the Sudan Khartoum jurisdiction and must comply with the cultural, linguistic, and pedagogical frameworks established for the region.

4. Payment Terms
  • Payment shall be made in four (4) equal installments of SDG 5,405,000 each, due upon successful completion and written acceptance of each phase milestone as defined in Section 3.
  • All payments under this Purchase Order shall be processed via bank transfer to the account designated by the Curriculum Developer / Supplier, as registered with the Ministry of Finance in Sudan Khartoum.
  • A 5% retention shall be withheld from the final installment and released thirty (30) days after the final handover and acceptance of all deliverables by the Curriculum & Instructional Design Division.
  • Late payments shall incur a penalty of 1.5% per month, calculated from the due date, in accordance with Sudanese commercial law applicable in Sudan Khartoum.
5. Terms and Conditions
  • Scope of Work: The Curriculum Developer shall perform all duties exclusively within the Sudan Khartoum metropolitan area unless prior written authorization is granted by the Buyer for travel to other regions of the Sudan.
  • Qualifications: The Curriculum Developer must hold a minimum of a Master's degree in Curriculum & Instruction, Educational Technology, or a related field, with no fewer than eight (8) years of documented experience in curriculum design within the Sudanese or East African education context.
  • Intellectual Property: All curricula, materials, assessments, and documentation produced under this Purchase Order shall become the exclusive property of the Ministry of Education, Republic of the Sudan, upon full payment. The Curriculum Developer shall not reproduce, distribute, or license any portion of the deliverables without written consent.
  • Compliance: The Curriculum Developer shall adhere to all applicable laws, regulations, and educational standards of the Republic of the Sudan, including those enforced by the Khartoum State Education Authority in Sudan Khartoum.
  • Confidentiality: Both parties agree to maintain strict confidentiality regarding all data, student information, and internal Ministry documents accessed during the execution of this Purchase Order.
  • Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Curriculum Developer shall be compensated for all work completed and accepted up to the termination date.
  • Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within sixty (60) days, the matter shall be referred to the competent courts in Sudan Khartoum.
  • Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, civil unrest, or government-mandated closures affecting operations in Sudan Khartoum.
6. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of a Curriculum Developer in Sudan Khartoum. This document constitutes a binding agreement effective from the date of the last signature.
