2. Description of Purchase

This Purchase Order is issued by the Mwanza Regional Education Board to formally engage the services of a qualified Curriculum Developer for the design, review, and implementation of updated learning materials across secondary education institutions within the Tanzania Dar es Salaam metropolitan area. The Curriculum Developer shall be responsible for aligning all instructional content with the Tanzania National Curriculum Framework (TNCF) 2024 revision, ensuring cultural relevance, pedagogical soundness, and compliance with the standards set by the National Council for Curriculum and Assessment (NACARA).

3. Terms and Conditions
  1. Scope of Work: The Curriculum Developer shall execute all deliverables as outlined in this Purchase Order in strict accordance with the project timeline. All curriculum materials must reflect the linguistic and cultural context of Tanzania Dar es Salaam, incorporating Swahili and English as primary languages of instruction.
  2. Timeline: The entire engagement shall be completed within fourteen (14) calendar months from the date of contract signing. Milestone-based progress reports shall be submitted to the Buyer every six (6) weeks.
  3. Payment Schedule: Payment shall be made in four (4) installments: 25% upon contract execution, 30% upon completion of curriculum design (Item 2), 30% upon completion of teacher training and pilot implementation (Items 3 and 5), and 15% upon final acceptance and NACARA approval (Item 6). All payments shall be made via bank transfer to the account specified by the Curriculum Developer.
  4. Intellectual Property: All curriculum materials, frameworks, assessment tools, and training modules developed under this Purchase Order shall become the exclusive property of the Mwanza Regional Education Board upon full payment. The Curriculum Developer retains the right to reference the work in academic publications with prior written consent.
  5. Quality Assurance: The Curriculum Developer shall ensure that all deliverables meet the quality standards prescribed by NACARA and the Ministry of Education, Science and Technology of the United Republic of Tanzania. A minimum of two (2) independent peer reviews shall be conducted before final submission.
  6. Compliance: The Curriculum Developer shall comply with all applicable laws and regulations of the United Republic of Tanzania, including the Employment and Labour Relations Act, the Tax Act, and the Public Procurement Act No. 13 of 2011 (as amended).
  7. Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Curriculum Developer shall be compensated for all work completed and verified up to the date of termination.
  8. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Tanzania Dar es Salaam. If mediation fails, the matter shall be referred to the Commercial Court of Tanzania Dar es Salaam.
  9. Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government policy changes, or public health emergencies affecting Tanzania Dar es Salaam.
4. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Curriculum Developer in the development of educational curriculum materials for institutions in Tanzania Dar es Salaam.
