TERMS AND CONDITIONS
  1. This Purchase Order is issued by the Japan Customs Agency, Tokyo Metropolitan Directorate, for the procurement of operational equipment and services exclusively for the use of Customs Officers stationed in Japan Tokyo. All items listed herein shall conform to the specifications outlined in the Japan Customs Agency Technical Standards Manual (2025 Edition, Tokyo Edition).
  2. The Supplier shall deliver all goods to the designated Japan Tokyo delivery address specified above. Delivery shall be made during standard business hours (09:00–17:00 JST) at the Nihonbashi Customs House or such other Japan Tokyo location as the Senior Customs Officer may designate in writing.
  3. All equipment purchased under this Purchase Order must carry a minimum two-year warranty from the date of acceptance by the receiving Customs Officer. Warranty claims shall be processed through the Japan Tokyo Metropolitan Directorate procurement office.
  4. Payment shall be made within forty-five (45) calendar days of the date of the Supplier's invoice, provided that all goods and services have been inspected and accepted by the designated Customs Officer in Japan Tokyo. Payment shall be made via bank transfer to the account specified on the Supplier's invoice.
  5. The Supplier warrants that all goods supplied under this Purchase Order are new, unused, and free from defects. Any item found to be non-conforming upon inspection by the Customs Officer shall be replaced at the Supplier's sole expense within ten (10) business days.
  6. All software licenses and training materials purchased under this Purchase Order shall be provided in Japanese and English, in compliance with Japan Customs Agency bilingual documentation requirements for the Japan Tokyo operational zone.
  7. This Purchase Order is subject to the Government Procurement Act of Japan and the internal regulations of the Japan Customs Agency. In the event of any dispute, the courts of Tokyo, Japan shall have exclusive jurisdiction.
  8. The Supplier shall comply with all applicable Japanese labor, environmental, and customs regulations when manufacturing, packaging, and delivering goods to Japan Tokyo. The Supplier shall provide a Certificate of Origin for all imported components.
  9. Any modifications to this Purchase Order must be made in writing and signed by both the authorized Customs Officer representative and the Supplier's authorized signatory. Verbal agreements are not binding.
  10. This Purchase Order shall remain valid until 14 September 2025, after which it shall automatically expire unless renewed in writing by the Japan Customs Agency, Tokyo Metropolitan Directorate.
