Payment Terms: Payment shall be made in Russian Rubles (RUB) via bank transfer to the Supplier's designated account within 30 calendar days of receipt of a valid invoice and confirmation of satisfactory delivery and installation of all goods and services. The Purchase Order number PO-RSP-2025-04871 must be referenced on all invoices and correspondence.
All physical goods shall be delivered to the Federal Customs Service of Russia, Saint Petersburg Regional Directorate, located at 12 Vasilyevsky Island, Saint Petersburg, 199101, Russian Federation, no later than 30 July 2025. The Supplier shall be responsible for all transportation, insurance, and unloading costs. Installation and initial calibration of the X-ray inspection devices and communication radio sets shall be completed within 5 business days of delivery. The professional training course for the Customs Officer shall be conducted at the Saint Petersburg Customs Academy, 8 Bolshoy Prospekt, Saint Petersburg, 191011, during the period of 15–29 August 2025.
6.1 This Purchase Order is governed by the Civil Code of the Russian Federation and applicable federal procurement legislation (Federal Law No. 44-FZ on the Contract System).
6.2 The Supplier warrants that all goods are new, unused, and free from defects. Software licenses are valid for the stated period and compatible with the FCS Russia Saint Petersburg regional IT infrastructure.
6.3 The Customs Officer assigned to this deployment shall be the sole authorized user of the personal equipment items listed herein. Misuse or loss shall be subject to disciplinary and financial review per internal FCS regulations.
6.4 All data collected, stored, or transmitted through the procured equipment in the course of Customs Officer duties in Russia Saint Petersburg shall remain the exclusive property of the Federal Customs Service of Russia and shall be handled in strict accordance with Federal Law No. 152-FZ on Personal Data.
6.5 The Supplier shall provide a minimum 24-month warranty on all hardware items and a 12-month warranty on the maintenance service contract.
6.6 Disputes arising from this Purchase Order shall be resolved through the Arbitration Court of Saint Petersburg and Leningrad Oblast.

This Purchase Order has been prepared specifically to support the operational readiness of the Customs Officer assigned to the Russia Saint Petersburg customs territory.
