The scope of this Purchase Order encompasses the recruitment, onboarding, and continuous professional engagement of a Customs Officer with a minimum of ten (10) years of experience in customs clearance, trade facilitation, and international logistics. The Customs Officer shall operate primarily from the Department of Customs headquarters located in Sri Lanka Colombo and shall be available for deployment at any customs checkpoint within the Colombo District as required by operational needs.

- This Purchase Order is governed by the laws of the Democratic Socialist Republic of Sri Lanka and the Public Procurement Act No. 12 of 2016. All disputes arising from this Purchase Order shall be resolved in the courts of Sri Lanka Colombo.
- The Customs Officer engaged under this Purchase Order must hold a valid Customs Officer license issued by the Department of Customs, Sri Lanka Colombo, and must possess a minimum qualification of a Bachelor's degree in Law, Commerce, or International Trade from a recognized Sri Lankan university.
- The Supplier shall ensure that the Customs Officer undergoes a comprehensive background verification, including police clearance, financial integrity check, and professional reference validation, prior to commencing duties in Sri Lanka Colombo.
- Payment shall be made via bank transfer to the Supplier's designated account. Invoices must be submitted to the Procurement Division, Department of Customs, Sri Lanka Colombo, no later than the fifth (5th) business day of each month for the preceding month's services.
- The Supplier shall provide a Performance Bond equivalent to ten percent (10%) of the total Purchase Order value, to be deposited with the Department of Customs, Sri Lanka Colombo, within seven (7) days of the issuance of this Purchase Order.
- Any modification, extension, or cancellation of this Purchase Order must be made in writing and signed by both the authorized representative of the Department of Customs, Sri Lanka Colombo, and the Supplier.
- The Customs Officer shall be bound by the Official Secrets Act and shall maintain strict confidentiality regarding all customs data, trade information, and operational procedures encountered during the course of duty in Sri Lanka Colombo.
- Failure to meet the delivery deadline of 01 August 2025 shall result in a penalty of 0.5% of the total Purchase Order value per day of delay, up to a maximum of 10%.
- This Purchase Order is valid for a period of twelve (12) months from the date of issue and may be renewed upon mutual written agreement of both parties.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order. The Supplier confirms that the Customs Officer to be engaged meets all qualifications and requirements specified by the Department of Customs, Sri Lanka Colombo, and that all services will be rendered in full compliance with Sri Lankan law and international trade standards.
