2. Description of Goods and Services

This Purchase Order is issued by HM Revenue & Customs, London Operations Division, for the engagement of a qualified Customs Officer and associated professional services to support border control, trade compliance, and customs clearance operations at the London Customs House and related port facilities within the United Kingdom London metropolitan area. The services described herein are critical to ensuring the integrity of the United Kingdom's customs and excise framework in the capital region.

3. Scope of Duties – Customs Officer

The Customs Officer engaged under this Purchase Order shall be responsible for the following duties at the London Customs House and all designated port and airport locations within the United Kingdom London jurisdiction:

(a) Conducting physical and documentary inspections of all goods entering or leaving the United Kingdom through London's ports, airports, and rail terminals in accordance with the Customs and Excise Management Act 1979 and the Trade Act 2023;

(b) Processing and verifying customs declarations submitted via the CDS and CHIEF electronic systems, ensuring full compliance with the UK Global Tariff and all applicable trade agreements;

(c) Identifying, seizing, and reporting prohibited, restricted, or undeclared goods, including controlled substances, counterfeit merchandise, and items subject to import or export controls;

(d) Collaborating with UK Border Force, the National Crime Agency (NCA), and the Metropolitan Police Service on joint operations targeting smuggling, fraud, and organised crime within the United Kingdom London area;

(e) Maintaining accurate records of all inspections, seizures, and enforcement actions in the HMRC London Operations database;

(f) Providing advisory support to traders, freight forwarders, and logistics companies operating in the London region on customs compliance matters.

4. Terms and Conditions

4.1 This Purchase Order is governed by and shall be construed in accordance with the laws of England and Wales, United Kingdom. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of London, United Kingdom.

4.2 The Supplier warrants that the Customs Officer engaged under this Purchase Order shall hold all necessary qualifications, accreditations, and security clearances required by HMRC for the performance of customs duties in the United Kingdom London area. Failure to maintain such credentials shall constitute a material breach of this Purchase Order.

4.3 All services and goods supplied under this Purchase Order shall be delivered to the London Customs House, 100 Great Portland Street, London, W1W 8LU, United Kingdom, or such other location as may be specified in writing by the Purchasing Authority.

4.4 Payment shall be made by BACS transfer to the Supplier's designated bank account within thirty (30) calendar days of receipt of a valid and accurate invoice. Late payments shall attract interest at the rate of 4% per annum above the Bank of England base rate, in accordance with the Late Payment of Commercial Debts (Interest) Act 1998.

4.5 The Supplier shall comply with all applicable United Kingdom data protection legislation, including the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018, in the handling of any personal data processed in connection with this Purchase Order.

4.6 Either party may terminate this Purchase Order by providing thirty (30) days' written notice. In the event of termination, the Supplier shall be entitled to payment for all services rendered and goods delivered up to the date of termination.

4.7 The Supplier shall not subcontract any portion of the services described in this Purchase Order without the prior written consent of the Purchasing Authority. Any approved subcontractor shall be bound by the same terms and conditions as set out herein.

4.8 All intellectual property, records, and documentation created in the course of performing duties under this Purchase Order shall remain the sole property of HMRC. The Customs Officer and the Supplier shall not retain copies of any sensitive customs data, seizure records, or enforcement files.

5. Acceptance and Authorisation

This Purchase Order constitutes a formal and binding request for the provision of the goods and services described herein. By signing below, both parties acknowledge and agree to the terms, conditions, and obligations set out in this Purchase Order for the engagement of a Customs Officer and associated services at the London Customs House, United Kingdom London.
