This Purchase Order is issued by Congo Data Analytics & Intelligence Group (CDAIG) to formally engage the services of Dr. Emmanuel Mbuyi, a qualified Data Scientist, for a period of twelve (12) months commencing 1 July 2025. The scope of work for the Data Scientist includes, but is not limited to: designing and implementing machine learning pipelines for agricultural yield prediction in the Kongo-Central and Kwango provinces; developing natural language processing models for Swahili and Lingala text analysis; building real-time dashboards for public health surveillance data; conducting statistical analysis of economic indicators for the Kinshasa metropolitan area; and mentoring junior analysts within the CDAIG team located in Kinshasa, DR Congo.

5.1 This Purchase Order constitutes a binding agreement between CDAIG and the Data Scientist upon signature by both parties. All services shall be rendered in Kinshasa, DR Congo, in compliance with the labor and professional regulations of the Democratic Republic of the Congo.
5.2 The Data Scientist shall submit a detailed monthly progress report to the Procurement Director by the 5th business day of each month. Reports shall include deliverables completed, model performance metrics, and recommendations for the following month.
5.3 Payment shall be made via bank transfer to the account designated by the Data Scientist within thirty (30) calendar days of receipt of a valid invoice. All payments are denominated in United States Dollars (USD) and shall be processed through a licensed banking institution operating in Kinshasa, DR Congo.
5.4 The Data Scientist warrants that all work products, models, code, and analytical outputs created under this Purchase Order shall be the exclusive intellectual property of CDAIG. The Data Scientist shall not disclose proprietary data or methodologies to any third party without written consent.
5.5 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Data Scientist shall be compensated for all services rendered up to the effective date of termination.
5.6 This Purchase Order is governed by the commercial laws of the Democratic Republic of the Congo. Any disputes arising from this agreement shall be resolved through arbitration in Kinshasa, DR Congo, in accordance with the rules of the Kinshasa Chamber of Commerce.
NOTE: This Purchase Order is subject to the availability of funds in the FY2025-2026 budget allocation of CDAIG. The Data Scientist engagement is contingent upon completion of a background verification and professional reference check conducted within the Kinshasa, DR Congo jurisdiction. All applicable taxes, including the Congolese withholding tax (retenue à la source), shall be deducted at source in accordance with the tax code of the Democratic Republic of the Congo. 6.
