1. This Purchase Order is governed by the laws of the Federal Democratic Republic of Ethiopia, specifically the Ethiopian Civil Code and the Public Procurement and Property Administration Proclamation No. 1160/2019.
2. The Data Scientist must hold a minimum of a Master's degree in Data Science, Statistics, Computer Science, or a related quantitative field, along with a minimum of five (5) years of professional experience in machine learning and statistical modeling.
3. All deliverables produced by the Data Scientist shall be the exclusive intellectual property of the Ethiopian Digital Transformation Authority upon full payment of the amounts stipulated in this Purchase Order.
4. The vendor shall ensure that the Data Scientist complies with all Ethiopian labor laws, including the minimum wage regulations, social security contributions administered by the Ethiopian Social Security Agency, and occupational health and safety standards applicable in Ethiopia Addis Ababa.
5. Payment shall be processed in monthly installments via bank transfer to the vendor's designated account at Commercial Bank of Ethiopia, Addis Ababa branch, within thirty (30) calendar days of receipt of a valid invoice and satisfactory monthly performance report.
6. The vendor shall provide a performance bond equivalent to ten percent (10%) of the total Purchase Order value, issued by a licensed Ethiopian commercial bank, valid for the duration of the contract plus sixty (60) days.
7. Either party may terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, provided that all work completed up to the termination date shall be compensated at the rates specified herein.

9. Disputes arising from this Purchase Order shall first be resolved through amicable negotiation. If unresolved within thirty (30) days, the matter shall be referred to the competent courts of Ethiopia Addis Ababa for adjudication.
10. This Purchase Order becomes effective upon signature by both authorized representatives and remains valid until the completion of all obligations or until the expiration date stated above, whichever comes first.
