This Purchase Order is issued by the East African Digital Analytics Institute to formally procure the professional services of a qualified Data Scientist to be deployed and performing all duties within the city of Tanzania Dar es Salaam. The Data Scientist shall be responsible for designing, developing, and maintaining advanced analytical models, machine learning pipelines, and data-driven decision-support systems for the Institute's research and operational programs.

The scope of work for the Data Scientist includes, but is not limited to: collecting, cleaning, and transforming large-scale datasets from multiple sources across East Africa; building and deploying predictive and prescriptive analytics models; conducting statistical analysis and hypothesis testing; developing natural language processing solutions for Swahili and English-language corpora; creating interactive dashboards and visualizations for senior leadership; mentoring junior analysts within the Tanzania Dar es Salaam office; and ensuring full compliance with the Tanzania Data Protection Act No. 6 of 2022 and all applicable national regulations governing the processing of personal and sensitive data.

All prices are inclusive of Value Added Tax (VAT) at the prevailing rate of 18% as applicable in Tanzania Dar es Salaam. No additional charges shall be incurred unless expressly authorized in writing by the Buyer.

1. Acceptance: This Purchase Order shall become a binding contract upon written acceptance by the Seller. The Seller must return a signed copy of this Purchase Order within five (5) business days of receipt to confirm acceptance of all terms.
2. Performance Location: All services rendered under this Purchase Order shall be performed exclusively at the Buyer's premises located in Tanzania Dar es Salaam, or at such other location within Tanzania Dar es Salaam as mutually agreed in writing. The Data Scientist must maintain a minimum of four (4) days per week on-site at the Tanzania Dar es Salaam office.
3. Qualifications: The Data Scientist engaged under this Purchase Order must hold a minimum of a Master's degree in Data Science, Statistics, Computer Science, or a closely related field, and possess a minimum of five (5) years of progressive professional experience in applied data science, machine learning, and statistical modeling.
4. Intellectual Property: All models, algorithms, code, documentation, and analytical outputs produced by the Data Scientist in the course of performing duties under this Purchase Order shall be the sole and exclusive property of the Buyer. The Data Scientist hereby assigns all intellectual property rights to the Buyer upon creation.
5. Confidentiality: The Data Scientist shall maintain strict confidentiality regarding all proprietary data, trade secrets, and business information encountered during the engagement in Tanzania Dar es Salaam. This obligation shall survive the termination of this Purchase Order for a period of three (3) years.
6. Compliance: The Seller and the Data Scientist shall comply with all laws and regulations of the United Republic of Tanzania, including but not limited to the Tanzania Data Protection Act No. 6 of 2022, the Tanzania Employment and Labour Relations Act, and all tax obligations as administered by the Tanzania Revenue Authority in Dar es Salaam.
7. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach, the non-breaching party may terminate immediately upon written notice. Termination shall not affect any accrued rights or obligations.
8. Dispute Resolution: Any dispute arising from or in connection with this Purchase Order shall first be attempted to be resolved through amicable negotiation. Failing resolution within thirty (30) days, the dispute shall be referred to arbitration in Tanzania Dar es Salaam in accordance with the Arbitration Act of Tanzania.
9. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the United Republic of Tanzania.
