All goods covered by this Purchase Order shall be delivered to the Diplomatic Receiving Warehouse, Embassy Compound, Shahr-e-Naw, Afghanistan Kabul, no later than 30 August 2025. The Seller, Diplomat International Procurement & Logistics Ltd., shall arrange all international freight, customs clearance at Kabul International Airport (KBL), and final ground transport to the Afghanistan Kabul compound. Delivery shall be made under Incoterms 2020: DDP (Delivered Duty Paid) – Afghanistan Kabul. The Seller assumes full risk of loss or damage until the goods are physically received and inspected by the Diplomat Procurement Officer at the Afghanistan Kabul site.

Payment for this Purchase Order shall be made via irrevocable letter of credit issued by the Diplomatic Treasury, Afghanistan Kabul, in favor of Diplomat International Procurement & Logistics Ltd. The payment schedule is as follows: (a) 30% advance payment upon execution of this Purchase Order; (b) 50% upon confirmed shipment and presentation of bill of lading; (c) 20% upon successful delivery, inspection, and acceptance of all Diplomat items at the Afghanistan Kabul receiving facility. All payments shall be denominated in United States Dollars (USD).

Each Diplomat item delivered under this Purchase Order shall be subject to a 14-calendar-day inspection period commencing from the date of physical receipt at Afghanistan Kabul. The Diplomat Procurement Officer, in coordination with the Mission's Technical Services Unit, shall verify that all goods conform to the specifications outlined in this document and to the Diplomat quality standard (DQS-4). Any item found to be defective, damaged in transit, or non-conforming shall be rejected in writing, and the Seller shall replace or repair the affected Diplomat item at no additional cost to the Buyer within 30 days of the rejection notice.

The Seller warrants that all Diplomat products supplied under this Purchase Order are new, unused, and free from material defects. A minimum warranty period of 24 months shall apply to all electronic and mechanical Diplomat items, and 5 years to all furniture and structural components. The Seller shall provide remote technical support and, where necessary, dispatch a certified Diplomat service technician to Afghanistan Kabul within 10 business days of a valid warranty claim.

This Purchase Order is executed under the authority of the Diplomatic Corps in Afghanistan Kabul and is governed by the Vienna Convention on Diplomatic Relations (1961) and the Vienna Convention on Consular Relations (1963). All goods procured hereunder are intended exclusively for official diplomatic use within the Afghanistan Kabul mission and shall not be resold, transferred, or repurposed without written authorization from the Chief of Mission. Disputes arising from this Purchase Order shall be resolved through diplomatic channels and, failing mutual agreement, by arbitration under the rules of the International Chamber of Commerce (ICC), with the seat of arbitration in Geneva, Switzerland.

NOTE: Given the operational environment in Afghanistan Kabul, the Seller acknowledges that delivery schedules may be subject to disruption due to security conditions, weather, or local regulatory changes. The Seller shall provide weekly status updates to the Diplomat Procurement Office in Afghanistan Kabul from the date of shipment until final delivery. All Diplomat equipment shall be packaged to withstand extended transit and variable climate conditions typical of the Afghanistan Kabul region.

This Purchase Order becomes effective upon signature by both parties. The Buyer's signature constitutes formal authorization for the Seller to commence procurement, manufacturing (if applicable), and logistics arrangements for the Diplomat items specified herein for delivery to Afghanistan Kabul. No modification to this Purchase Order shall be valid unless executed in writing by both the Diplomat Procurement Officer and the authorized representative of the Seller.
