This Purchase Order is issued by Afghanistan National Press & Media Distribution Co. (hereinafter referred to as "the Buyer") for the acquisition of printed and digital subscriptions to The Economist, the internationally recognized weekly news and analysis magazine published by The Economist Group. The goods and services specified herein shall be delivered to the Buyer's designated receiving facility located in Kabul, Afghanistan, in accordance with the terms, conditions, and delivery schedule outlined in this document.
The Buyer requires a sustained supply of The Economist to support its operations as a regional media distribution hub serving government offices, academic institutions, diplomatic missions, and private sector entities across the capital city of Kabul and surrounding provinces. The Economist is a critical reference publication for policy analysis, global economic reporting, and international affairs commentary, and its consistent availability in Kabul is essential to the Buyer's contractual obligations with its end clients.

All printed materials shall be shipped via international air freight from the supplier's London facility to the Buyer's receiving warehouse at the following address in Kabul, Afghanistan:

Delivery shall be made in accordance with Incoterms 2020 – DDP (Delivered Duty Paid) Kabul, Afghanistan. The Supplier assumes full responsibility for export clearance in the United Kingdom, international transit, import customs clearance in Afghanistan, and final delivery to the specified Kabul address. The Buyer shall provide any necessary import permits or government authorizations required by the Afghan Ministry of Commerce and Industry no later than ten (10) business days prior to the scheduled shipment date.
Weekly printed editions of The Economist shall be dispatched within forty-eight (48) hours of publication and shall arrive at the Kabul receiving facility no later than seventy-two (72) hours after the standard UK publication date. Failure to meet this delivery window for three (3) consecutive weeks shall entitle the Buyer to a proportional credit of 5% of the affected subscription value.
Payment shall be made in United States Dollars (USD) via international wire transfer to the Supplier's designated bank account. The payment schedule is as follows:
- 40% Advance Payment: USD 119,896.00, due within ten (10) business days of the Buyer's written acceptance of this Purchase Order.
- 50% Balance Payment: USD 149,870.00, due within fifteen (15) business days of confirmed delivery and acceptance of all goods at the Kabul receiving facility.
- 10% Retention: USD 29,974.00, due within thirty (30) days of the final delivery of the 2025 Annual Almanac and all back-volume archive sets.
All bank transfer fees on the Buyer's side shall be borne by the Buyer. The Supplier shall provide a formal commercial invoice and packing list for each shipment to facilitate customs clearance at Kabul International Airport (OAI).
- This Purchase Order is governed by the laws of the Islamic Republic of Afghanistan and, where applicable, the United Nations Convention on Contracts for the International Sale of Goods (CISG).
- The Supplier warrants that all copies of The Economist delivered under this order shall be genuine, undamaged, and in full compliance with the publication's standard quality specifications.
- Any dispute arising from this Purchase Order shall be resolved through arbitration in Kabul, Afghanistan, in accordance with the rules of the Afghanistan Arbitration Centre. The language of arbitration shall be English.
- The Supplier shall maintain adequate product liability and transit insurance coverage for all shipments destined for Kabul, Afghanistan, with a minimum coverage value of 110% of the total Purchase Order value.
- Force majeure events, including but not limited to political instability, natural disasters, or government-imposed trade restrictions affecting the Republic of Afghanistan, shall be addressed through mutual consultation. Neither party shall be liable for delays directly caused by such events, provided written notice is given within five (5) business days.
- The Buyer reserves the right to inspect all goods upon arrival at the Kabul receiving facility. Any discrepancies, damage, or shortages must be reported in writing within seven (7) calendar days of delivery.
- This Purchase Order shall remain in full force and effect for a period of twelve (12) months from the date of issue, after which it may be renewed by mutual written agreement of both parties.
- All intellectual property rights in The Economist publications remain the exclusive property of The Economist Group. The Buyer's license to distribute printed copies is limited to the end clients identified in the Buyer's distribution agreement and does not extend to republication, digital redistribution, or sublicensing.
