This Purchase Order is issued by the National Economic Planning Authority, Algiers Branch, to formally engage the services of a qualified Economist for the purpose of conducting a comprehensive macroeconomic analysis and policy advisory engagement. The Economist shall be based in Algeria, Algiers, and shall perform all duties in accordance with the Algerian Labour Code (Law No. 90-11 of April 26, 1990) and the applicable professional standards of the Algerian Economic Council.

The scope of work for the Economist includes, but is not limited to: (a) preparation of a detailed quarterly macroeconomic outlook report covering GDP growth projections, inflation trends, fiscal balance, and external sector performance for the Algerian economy; (b) advisory support to the NEPA Algiers Directorate on trade policy reform, specifically regarding the diversification of non-hydrocarbon exports from the port of Algiers; (c) participation in at least four (4) inter-ministerial working sessions held in Algiers during the contract period; and (d) delivery of a final strategic memorandum on the economic competitiveness of the Algiers metropolitan region by the end of the engagement.

Payment for the services rendered under this Purchase Order shall be made in Algerian Dinars (DZD) via bank transfer to the account of MacroVision Economic Consulting SARL at the Bank of Algeria, Algiers branch. Payment shall be structured as follows: 30% advance upon signature of this Purchase Order; 40% upon delivery and acceptance of the mid-term deliverables (Items 01 and 02); and 30% upon final acceptance of the Strategic Memorandum (Item 04). All invoices must be issued in accordance with Algerian tax regulations and must reference this Purchase Order number (PO-ALG-2025-04782).

(a) The Economist engaged under this Purchase Order shall maintain full professional confidentiality regarding all data, projections, and policy documents accessed during the engagement in Algeria, Algiers. A non-disclosure agreement (NDA) compliant with Algerian Law No. 04-01 on the Protection of Personal Data shall be executed prior to commencement.

(b) The Economist shall be physically present in Algiers, Algeria for a minimum of three (3) working days per week at the NEPA Algiers Directorate offices, unless otherwise agreed in writing.

(c) This Purchase Order is governed by the laws of the People's Democratic Republic of Algeria. Any dispute arising from the interpretation or execution of this Purchase Order shall be submitted to the competent commercial court of Algiers.

(d) The Economist shall comply with all professional ethics standards set forth by the Algerian Order of Economists and shall not engage in any conflict of interest that could compromise the integrity of the analysis delivered to the NEPA Algiers Branch.

(e) Force majeure events, including but not limited to natural disasters, government-mandated closures, or public health emergencies affecting the city of Algiers, shall suspend obligations under this Purchase Order without penalty to either party.

This Purchase Order shall become effective upon countersignature by both parties. The Economist shall commence duties no later than 1 July 2025 at the NEPA Algiers Directorate. The total engagement period is six (6) months, concluding on 31 December 2025, unless extended by mutual written agreement.
