This Purchase Order is issued by the Almaty Regional Development Authority to formally procure the professional services of a qualified Economist for the purpose of conducting comprehensive economic analysis, policy advisory, and forecasting work directly within Kazakhstan Almaty. The Economist engaged under this Purchase Order shall provide all deliverables in accordance with the specifications outlined below and in full compliance with the regulatory framework of the Republic of Kazakhstan.

3.1 Engagement and Location

The Economist shall perform all services primarily at the offices of the Almaty Regional Development Authority located at 55 Abay Avenue, Almaty, Kazakhstan. Remote work may be permitted for up to 20% of total engagement hours, provided that all in-person deliverables, workshops, and stakeholder meetings are conducted physically within Kazakhstan Almaty. The Economist acknowledges that this Purchase Order is governed by the laws of the Republic of Kazakhstan and that all professional obligations are tied to the jurisdiction of Kazakhstan Almaty.

3.2 Deliverables and Acceptance

All reports, forecasts, and analytical documents produced by the Economist under this Purchase Order shall be submitted in both Kazakh and English languages. Deliverables are subject to a 10-business-day review period by the Almaty Regional Development Authority. Acceptance shall be confirmed in writing by the Chief Procurement Officer. The Economist shall incorporate reasonable revisions at no additional cost within the scope of this Purchase Order.

3.3 Payment Schedule

Payment under this Purchase Order shall be made in three installments: (a) 30% upon execution of this Purchase Order and commencement of work; (b) 40% upon delivery and acceptance of the Macroeconomic Analysis Report and the first two quarterly forecasts; (c) 30% upon final completion of all services and acceptance of the final monitoring report. All payments shall be made via bank transfer to the account specified in Section 2. The Economist shall issue a proper invoice (schet-faktura) in accordance with Kazakhstan tax regulations prior to each payment.

3.4 Confidentiality and Data Protection

The Economist shall treat all data, internal documents, and proprietary information of the Almaty Regional Development Authority as strictly confidential. This obligation survives the termination of this Purchase Order for a period of five (5) years. The Economist shall comply with the Law of the Republic of Kazakhstan "On Personal Data and Its Protection" in handling any personal data encountered during the engagement in Kazakhstan Almaty.

3.5 Intellectual Property

All reports, models, forecasts, and analytical work products created specifically for the Almaty Regional Development Authority under this Purchase Order shall be the exclusive property of the Authority. The Economist retains the right to use general methodologies and pre-existing frameworks but shall not publish or disclose specific findings without prior written consent.

3.6 Termination

Either party may terminate this Purchase Order with 30 days' written notice. In the event of termination, the Economist shall be compensated for all services rendered up to the date of termination, less any amounts already paid. Termination shall not relieve either party of obligations accrued prior to the effective date of termination.

3.7 Dispute Resolution

Any disputes arising from or in connection with this Purchase Order shall first be subject to good-faith negotiation. If unresolved within 30 days, disputes shall be referred to the Arbitration Court of Almaty City, Kazakhstan Almaty, in accordance with the applicable procedural rules of the Republic of Kazakhstan.

This Purchase Order is issued and authorized by the undersigned representatives of the Almaty Regional Development Authority. The Economist acknowledges receipt and acceptance of this Purchase Order by signing below, thereby agreeing to all terms, conditions, and service specifications set forth herein for the engagement in Kazakhstan Almaty.

This Purchase Order (ARDA-2025-00487) constitutes a binding procurement document for the engagement of a professional Economist by the Almaty Regional Development Authority. All services described herein are to be performed in and around Kazakhstan Almaty unless otherwise agreed in writing. The total contract value of 6,507,200 KZT (Six Million Five Hundred Seven Thousand Two Hundred Kazakhstani Tenge) is inclusive of all applicable taxes. This Purchase Order supersedes all prior quotations, proposals, and verbal agreements between the parties regarding the Economist's services in Kazakhstan Almaty.
