Description of ProcurementThis Purchase Order is issued by Corporación Andina de Desarrollo Económico S.A.C. to formally procure the professional services of a qualified Economist for the purpose of conducting comprehensive economic analysis, policy advisory, and strategic forecasting within the metropolitan area of Lima, Peru. - Scope and Location: All services rendered under this Purchase Order shall be performed by the Economist primarily at the offices of the Purchasing Entity located in San Isidro, Lima, Peru, or at such other locations within the Lima metropolitan area as mutually agreed in writing. Remote consultations via secure videoconference are permitted for up to 30% of total engagement hours.
- Qualifications: The Economist shall hold a minimum of a Doctorate (Ph.D.) in Economics or a related field from a recognized Peruvian or international university, with a minimum of ten (10) years of professional experience in macroeconomic analysis, public policy, or trade economics. The Economist shall maintain all professional registrations and licenses required by Peruvian law.
- Payment Schedule: Payment shall be made in three (3) equal installments: 40% upon execution of this Purchase Order, 40% upon delivery of the fiscal sustainability model and completion of six (6) advisory sessions, and 20% upon final acceptance of all deliverables. All payments shall be processed via bank transfer to the account designated by the Economist, subject to the presentation of a valid Peruvian electronic invoice (comprobante electrónico) compliant with SUNAT regulations.
- Intellectual Property: All reports, models, analyses, and deliverables produced by the Economist under this Purchase Order shall become the exclusive property of the Purchasing Entity upon full payment. The Economist retains the right to reference the engagement in academic publications, provided that all confidential data is anonymized and prior written approval is obtained.
- Confidentiality: The Economist shall treat all proprietary information, financial data, and strategic plans of the Purchasing Entity as strictly confidential. This obligation shall survive the termination of this Purchase Order for a period of five (5) years.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Purchasing Entity shall compensate the Economist for all services rendered up to the effective date of termination, less any amounts already paid.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Peru, including the Peruvian Civil Code, the Commercial Code, and applicable regulations of the Ministry of Economy and Finance (MEF). Any disputes arising hereunder shall be resolved by the competent courts of Lima, Peru.
- Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government sanctions, or public health emergencies affecting the Lima metropolitan area.
- Compliance: The Economist warrants that all services shall be performed in full compliance with Peruvian anti-corruption legislation, data protection laws (Ley N° 29733), and applicable tax obligations. The Purchasing Entity reserves the right to audit compliance at any reasonable time.
