This Purchase Order is issued by the Senegal Dakar Economic Development Authority to procure the professional services of a senior Economist and associated economic advisory deliverables. The Economist engaged under this Purchase Order shall perform the following duties within the jurisdiction of Senegal Dakar:
(a) Conduct a full macroeconomic diagnostic of the Senegal Dakar metropolitan area, analyzing GDP growth trajectories, inflation indicators, employment statistics, and foreign direct investment flows specific to the region.
(b) Prepare a comprehensive fiscal policy review addressing the municipal budget of Senegal Dakar, identifying revenue optimization opportunities and expenditure efficiency measures.
(c) Develop a strategic trade and export framework for the Port of Senegal Dakar, incorporating analysis of ECOWAS trade agreements, the African Continental Free Trade Area (AfCFTA), and bilateral trade corridors.
(d) Deliver four quarterly economic outlook briefings to the Senegal Dakar Economic Development Authority board, providing forward-looking projections and policy recommendations.
(e) Facilitate a two-day capacity building workshop for public finance officials in Senegal Dakar, focusing on modern budgeting techniques, economic modeling, and data-driven policy formulation.
(f) Submit a final consolidated report to the Purchasing Party within fifteen (15) business days of the completion of all on-site activities in Senegal Dakar.
General Terms Governing This Purchase Order
6.1 This Purchase Order constitutes a binding agreement between the Senegal Dakar Economic Development Authority and Global Economist Advisory Group upon signature by both parties. All services described herein shall be rendered in accordance with the laws of the Republic of Senegal and applicable international trade regulations.
6.2 The Economist shall comply with all local regulations in Senegal Dakar, including but not limited to work permit requirements, tax obligations, and professional conduct standards established by the Senegalese government.
6.3 Payment shall be processed in West African CFA Francs (XOF) via bank transfer to the account designated by the supplier. Invoices must reference this Purchase Order number (SEN-DKR-2025-0047) and shall be submitted to the Senegal Dakar Economic Development Authority accounts payable department.
6.4 The supplier warrants that the Economist assigned to this engagement holds a minimum of a Doctorate in Economics or equivalent advanced qualification, with no fewer than fifteen (15) years of professional experience in macroeconomic policy, fiscal analysis, and international trade.
6.5 All intellectual property, reports, data sets, and analytical models produced under this Purchase Order for the benefit of Senegal Dakar shall become the exclusive property of the Senegal Dakar Economic Development Authority upon full payment.
6.6 Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of early termination, the supplier shall be compensated for all services rendered up to the termination date in Senegal Dakar, less any applicable penalties as defined in the master service agreement.
6.7 Disputes arising from this Purchase Order shall be resolved through arbitration in Dakar, Senegal, in accordance with the rules of the OHADA (Organisation pour l'Harmonisation en Afrique du Droit des Affaires) arbitration center.
6.8 The Economist shall maintain strict confidentiality regarding all proprietary data, government statistics, and sensitive economic information encountered during the engagement in Senegal Dakar. A non-disclosure agreement is attached as Annex A to this Purchase Order.
This Purchase Order has been reviewed and authorized by the undersigned representatives of both parties. By signing below, each party acknowledges the terms, conditions, and scope of work outlined in this document pertaining to the engagement of the Economist for the benefit of Senegal Dakar.
