2. QUALIFICATION REQUIREMENTS FOR THE EDUCATION ADMINISTRATOR

The Education Administrator engaged under this Purchase Order must satisfy the following minimum qualifications as mandated by the Ethiopian Ministry of Education and the Addis Ababa City Administration:

  • A minimum of a Master's degree in Education Administration, Educational Leadership, or a closely related field from a recognized Ethiopian or internationally accredited university.
  • A minimum of five (5) years of progressive experience in educational administration, with at least two (2) years in a supervisory or managerial capacity within the Ethiopian public education system.
  • Fluency in Amharic and English, with working proficiency in Afaan Oromo or Tigrinya being a strong advantage for effective communication within Ethiopia Addis Ababa communities.
  • Valid professional certification from the Ethiopian Teachers' Service Commission or equivalent regulatory body.
  • Demonstrated knowledge of the Ethiopian national curriculum framework, the Education Sector Development Plan (ESDP), and the Addis Ababa City Education Sector Strategy.
  • Clean criminal record certificate and a valid national identity card issued by the Addis Ababa City Administration.

3. TERMS AND CONDITIONS

  1. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Democratic Republic of Ethiopia, specifically the Ethiopian Civil Code, the Public Procurement and Property Administration Proclamation No. 1160/2019, and all applicable regulations of the Addis Ababa City Administration.
  2. Payment Terms: Payment shall be made in Ethiopian Birr (ETB) via bank transfer to the account designated by the service provider. Invoices shall be submitted on the last working day of each month. Payment shall be processed within thirty (30) calendar days of receipt of a valid invoice and satisfactory performance verification by the Addis Ababa Education Development Authority.
  3. Commencement and Duration: The Education Administrator shall commence duties on 1 August 2025 at the Woreda 03 Education Office, Addis Ababa, Ethiopia. The engagement period is twelve (12) months, subject to annual performance review and potential renewal by mutual written agreement.
  4. Performance Standards: The Education Administrator shall submit monthly progress reports, quarterly inspection summaries, and an annual strategic plan to the Director of Human Capital. Failure to meet deliverable milestones for two consecutive months shall constitute grounds for termination with thirty (30) days' written notice.
  5. Confidentiality: The Education Administrator shall maintain strict confidentiality regarding student records, staff personnel files, and institutional financial data in compliance with the Ethiopian Data Protection Proclamation No. 1104/2019.
  6. Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of material breach, termination may be effected with fourteen (14) days' notice. All outstanding payments for services rendered up to the termination date shall be settled within thirty (30) days.
  7. Dispute Resolution: Any dispute arising from this Purchase Order shall first be resolved through amicable negotiation. If unresolved within thirty (30) days, the matter shall be referred to the Addis Ababa City Arbitration Board, and failing that, to the competent courts of Ethiopia Addis Ababa.
  8. Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies as declared by the Ethiopian Federal Government.
  9. Tax Compliance: All applicable taxes, including Value Added Tax (VAT) at the rate of 15% as determined by the Ethiopian Federal Tax Authority, shall be clearly itemized on all invoices. Withholding tax, where applicable, shall be deducted at source in accordance with Ethiopian tax law.
  10. Work Location: All services under this Purchase Order shall be performed at the designated offices within Ethiopia Addis Ababa, unless prior written authorization is granted for off-site engagements such as inter-woreda coordination meetings or national education conferences.

4. DELIVERY AND ACCEPTANCE

The service provider shall ensure that the Education Administrator is fully onboarded, has completed all necessary registration with the Addis Ababa City Administration, and has received access to all relevant institutional systems no later than 28 July 2025. Acceptance of the Education Administrator's services shall be confirmed in writing by the Director of Human Capital upon satisfactory completion of the first thirty (30) days of service delivery.

6. ADDITIONAL NOTES

This Purchase Order constitutes a binding procurement instrument for the engagement of an Education Administrator within the jurisdiction of Ethiopia Addis Ababa. All communications, amendments, and supplementary agreements related to this order must be made in writing and signed by both authorized parties. This document is issued in two (2) original copies, one retained by each party. The Education Administrator engaged under this order shall adhere to the code of conduct established by the Addis Ababa City Administration and the Ethiopian Ministry of Education. Any changes to the scope, duration, or financial terms of this Purchase Order require a formal amendment document countersigned by both parties and, where applicable, approval from the Addis Ababa City Finance Bureau.
