2. Scope of Procurement — Education Administrator Position

This Purchase Order is issued by the Académie de Paris to formally procure the services of a qualified Education Administrator to be deployed within the educational institutions of France Paris. The Education Administrator shall be responsible for the day-to-day operational management, curriculum coordination, staff scheduling, budget oversight, and compliance reporting across the designated school districts in the Paris metropolitan area. 4. Terms & Conditions

Governing Law: This Purchase Order shall be governed by and interpreted in accordance with the laws of the French Republic, specifically the Code de la Commande Publique and applicable regulations of France Paris regarding public procurement of educational services.
Delivery & Commencement: The Education Administrator shall commence duties no later than 1 September 2025 at the designated administrative office in France Paris. Failure to commence within 15 business days of the start date shall constitute a material breach of this Purchase Order.
Payment Terms: Invoices shall be submitted monthly on the last working day of each month. Payment shall be processed within 30 calendar days of invoice receipt via bank transfer to the account specified by the supplier. Late payments shall accrue interest at the rate prescribed by Article L441-10 of the French Commercial Code.
Performance Standards: The Education Administrator shall meet the Key Performance Indicators (KPIs) outlined in Annex A of this Purchase Order, including but not limited to: 95% staff scheduling accuracy, quarterly budget variance within 5%, and 100% compliance with the Ministry of National Education reporting deadlines applicable to France Paris.
Confidentiality & Data Protection: All personal data handled by the Education Administrator in France Paris shall be processed in strict compliance with the General Data Protection Regulation (GDPR) and the French Loi Informatique et Libertés. Termination: Either party may terminate this Purchase Order with a written notice of three (3) months. In cases of gross misconduct or failure to meet performance standards, termination may be effected with one (1) month notice. All outstanding obligations, including final salary and benefits for the Education Administrator, shall be settled within 15 days of termination.
Dispute Resolution: Any dispute arising from this Purchase Order shall first be subject to good-faith negotiation. Should resolution not be achieved within 30 days, the matter shall be referred to the competent administrative court in France Paris (Tribunal Administratif de Paris).
Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, government-mandated closures of educational institutions in France Paris, or public health emergencies.

NOTE: This Purchase Order is subject to prior approval by the Direction Générale des Finances Publiques (DGFiP) for the Paris region. The Education Administrator position described herein is classified under the French public service pay scale (Corps des Administrateurs d'Éducation). All statutory employer contributions (URSSAF, retirement, unemployment insurance) are included in the unit pricing above and are the responsibility of the supplier as per French labour law applicable in France Paris. 5.
