This Purchase Order is issued by the Tehran Metropolitan Educational Development Authority (TMEDA) to formally procure the professional services of a qualified Education Administrator to be deployed and operational within the educational infrastructure of Iran Tehran. The Education Administrator shall be responsible for the comprehensive management, coordination, and oversight of academic programs, institutional compliance, faculty scheduling, student records management, and inter-departmental communication across all affiliated educational centers located in the Tehran metropolitan region.
The scope of the Education Administrator role under this Purchase Order encompasses the following critical functions:
- Strategic planning and implementation of curricular frameworks aligned with the Iranian Ministry of Education standards as applicable in Tehran.
- Day-to-day administrative supervision of academic operations across no fewer than twelve (12) educational facilities in the Iran Tehran district network.

- Management of student enrollment databases, transcript processing, and academic credentialing in compliance with national regulations.
- Preparation and submission of quarterly and annual administrative reports to the TMEDA Board of Directors.
- Facilitation of inter-institutional partnerships with universities, research institutes, and governmental bodies within Iran Tehran.
- Ensuring full compliance with all applicable Iranian labor laws, educational regulations, and municipal bylaws governing educational institutions in Tehran.

All prices are quoted in Iranian Rials (IRR) and are inclusive of applicable Value Added Tax (VAT) as mandated by the Iranian National Tax Administration for transactions conducted within Iran Tehran.
4.1 Commencement and Duration
The Education Administrator engagement under this Purchase Order shall commence on 1 July 2025 and shall continue for a period of twelve (12) consecutive months, concluding on 30 June 2026, unless extended by mutual written agreement between TMEDA and PASC. All operational activities shall be conducted within the geographic boundaries of Iran Tehran, with the primary office located in District 1.
4.2 Payment Terms
Payment for the services rendered under this Purchase Order shall be made in four (4) equal quarterly installments, due within fifteen (15) business days following the end of each calendar quarter. The first installment shall be due no later than 15 October 2025. Payments shall be processed via interbank transfer to the designated account of PASC held at a licensed Iranian financial institution in Tehran. Late payments shall accrue interest at the rate prescribed by the Central Bank of Iran.
4.3 Qualification Requirements for the Education Administrator
The individual appointed as Education Administrator must hold a minimum of a Master's degree in Educational Administration, Educational Leadership, or a closely related discipline from an accredited institution. A minimum of eight (8) years of progressive experience in educational administration within Iran, with at least three (3) years in a senior supervisory role in Tehran, is mandatory. Fluency in Persian (Farsi) is required; proficiency in English is strongly preferred. The candidate must possess a valid professional license issued by the relevant Iranian educational regulatory body.
4.4 Compliance and Regulatory Adherence
The Seller (PASC) warrants that the Education Administrator shall perform all duties in strict accordance with the laws of the Islamic Republic of Iran, including but not limited to the Iranian Labor Code, the National Education Law, and all municipal regulations applicable to educational institutions in Iran Tehran. The Education Administrator shall maintain all necessary permits, registrations, and professional certifications throughout the term of this Purchase Order.
4.5 Confidentiality and Data Protection
The Education Administrator shall be bound by a non-disclosure agreement covering all student records, institutional data, financial information, and strategic plans of TMEDA. All data shall be stored and processed in accordance with Iranian data protection regulations. No information pertaining to Iran Tehran educational operations shall be disclosed to unauthorized third parties.
4.6 Termination
Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of material breach, termination may be effected with thirty (30) days' notice. Upon termination, the Education Administrator shall complete all outstanding administrative duties and deliver a comprehensive transition report to TMEDA within fourteen (14) days.
4.7 Dispute Resolution
Any dispute arising from or in connection with this Purchase Order shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be submitted to the competent courts of Tehran, Iran, in accordance with the civil procedure laws of the Islamic Republic of Iran.
The Seller (PASC) shall ensure that the Education Administrator is fully onboarded, integrated into the TMEDA organizational structure, and operational at the designated Tehran office no later than 1 July 2025. Acceptance of the Education Administrator's services shall be confirmed in writing by the TMEDA Director of Human Capital within ten (10) business days of the commencement date. Failure to provide written objection within this period shall constitute deemed acceptance.
